Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers for the provision of an interim Domiciliary Care Framework
The tender invites Providers to apply to an accreditation based framework that ensures the Authority a basic level of compliance of service, agreement to set hourly tariff and submission and monitoring of key performance indicators and data on a quarterly basis.
The provision of domiciliary care and community support with the ability to support people to regain their skills, is an important service in maintaining people to live at home for as long as possible. This will involve a focus on an outcomes approach to enable Adult with Needs to achieve a personal and improved health related goal(s) that is person-centred led.
There will be a framework accreditation process and all providers who meet the Qualification Process criteria will be awarded onto the framework and therefore able to deliver services on behalf of the Council
The Providers who are successful in the award of a framework contract will be required to compete for each new piece of work and evaluated against the award criteria outlined in the tender documentation.
This interim domiciliary care framework will provide domiciliary care provision for the period prior to the main/master domiciliary contract anticipated to being in place in the autumn 2017.
During the framework period the Council will work with providers to move to an outcome approach rather than a time and task focus.
This will prepare the market should the main/master domicillary contract provider(s) chose to sub contract any of the work upon or after contract award. The main/master provider(s) will be split geographically north and south of Swindon, however, there is the option that a single provider can bid for both

The initial contract period will be for 2 years commencing 1 July 2017 with two further options to extend for 1 year each, total potential contract period of 4 years subject to satisfactory contract performance and budget availability.

Responses are required to be submitted no later than 28th April 2017, 12.00GMT.
Clarifications to the Contract Attachments maybe submitted up to 18th April 2017, 12.00 GMT by email to Contracts Team at contracts@swindon.gov.uk.
Clarification responses will only be uploaded as further Contract Attachments to this webpage on a regular basis, therefore, please check this site on a regular basis as you will not be advised when updates have been made.
