Description
<p>Islington Council invites suitable expressions of interest from suppliers for a TV Aerial Systems Repairs and Maintenance Contract. Current status / Background Islington Council has an existing housing stock comprising 34,000 directly managed residential properties in addition to approximately 50 community centres and three reception centres located across the borough. The council has an existing contract with a supplier to provide a repairs and maintenance service to communal TV aerials and related equipment in situ across its housing stock which is due to end in November 2022. The requirement The TV aerials servicing and maintenance contract covers communal digital and analogue aerial systems, Integrated Reception Systems and Sky Q. This enables residents whose homes are connected to communal TV aerial systems to watch terrestrial and Freeview TV and listen to digital radio services. During the length of the new contract, new technologies may be added to the list of systems that the contractor will maintain while older technologies may become obsolete. TV aerials are regularly exposed to damage by adverse weather conditions and do require maintenance and possible realignment. Failure to carry out repairs results in residents being unable to access the TV services they pay for as part of their rent or annual service charges. This carries a reputational risk for the council. For these reasons the council is seeking a responsive and professional specialist service provide to undertake necessary repairs and maintenance works to ensure this important service is maintained for the benefit of our residents. Although there are no legal requirements to provide these aerials, where they exist, the council has a duty to ensure they are maintained to comply with sections 2 and 3 of the Health and Safety Act 1974. Maintenance is also essential to ensure compliance with the Confederation of Aerial Industries (CAI) and Registered Digital Installer Licensing Body (RDI-LB) engineers codes of practice. The successful supplier must therefore hold these accreditations. Lots One supplier is being sought to deliver this contract so the contract will not be split into separate Lots. TUPE [Transfer of Undertakings (Protection of Employment) Regulations] Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender. Contract Period The contract period will be for 36 months from an estimated start date 01/12/2022 with option to extend up to an additional 36 months and a final option to extend for a further 24 months. This means the maximum contract length is up to 96 months. Contract Value The estimated total value of this contract is &pound;1,600,000 over the maximum 96 months term of the contract. This is based on &pound;200,000 per annum. Award criteria The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this contract is quality 60% and cost 40%. Further details will be provided in the invitation to tender. Cost 40% Quality 60% Quality made up of: Proposed approach to social value 20% Proposed approach to the quality checking of works completed 20% Proposed approach to the resourcing of the contract 10% Proposed approach to communication 10% Total 100% Tenderers should be aware that we reserve the right to hold site visits and/or presentations and/or interviews during the tender process. Site visits and/or presentations and/or interviews will be for verification/clarification purposes of the written submission. We reserve the right to interview leading bidders.</p>
