Description
<p>Islington Council invites suitable expressions of interest from suppliers for the delivery of Installation, Repairs and Servicing for Specialist Adaptations Equipment including Stairlifts and Hoists. Current status / Background The Council has a tenanted housing stock of approximately 25,230. Tenants or household members may have disabilities that require their home to have adaptions carried out in order to maintain independent living or allow carers to provide caring duties within the home. In addition, repairs and servicing are carried out to existing equipment installations where required. The Occupational Therapy Team within the People Directorate assess residents’ needs and make recommendations for any specialist equipment following referrals to their team. The approved recommendations are then submitted to the Adaptations Team within Repairs and Maintenance, who will raise an order for the contractor to attend and install the necessary specialist equipment. The Council is intending to procure one contractor to deliver this service. The requirement The requirement is for one contractor to deliver the installation, repair and servicing of stairlifts, ceiling track hoists, through floor lifts, platform lifts, steplifts and other ad-hoc electrical adaptation installations such as electronic wash and dry toilets and electrical door openers. Full details are included within the tender documentation. Lots This contract is not being split into lots because one contractor is being sought to cover the whole of the borough. TUPE [Transfer of Undertakings (Protection of Employment) Regulations] Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender. Contract Period The contract period will be for thirty-six (36) months from an estimated start date 12 December 2022 with the option to extend for two further periods of twenty-four (24) months each. The total contract duration will therefore be a maximum of eighty-four (84) months. Contract Value The estimated total value of this contract is £1,995,000 over the maximum 84 months term of the contract. This is based on £285,000 per annum. Award criteria The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this contract is quality 70% and cost 30%. Tender submissions will be subject to minimum quality thresholds of a minimum quality threshold of a score of three (3) or above for each question. Further details will be provided in the invitation to tender. Cost 30% Quality 70% Quality made up of: Proposed approach to social value and promoting opportunities for local residents, including reducing carbon footprint (20%) Proposed approach to customer service and diversity (20%) Proposed approach to mobilisation, resourcing, service delivery, varying work volumes and priorities (20%) Proposed approach to health and safety, and quality management (10%) Total 100% Tenderers are expected to price in a sustainable manner that will support delivery for the life of the contract. Islington will not adjust prices throughout the contract term, other than the agreed inflation, as set out within the tender documents. Procurement Process This contract will be procured using the Open Procedure. The Open Procedure means that all bidders who successfully express an interest will automatically be invited to tender and have access to the tender documents. Those who submit a tender and meet the minimum requirements will have their full tender, method statements and pricing evaluated.</p>
