Description
St Helens Borough Council are seeking competitive tenders from competent and experienced contractors for the provision of a Site for the acceptance and bulking of Recyclable Materials for onward transportation, processing, sale, treatment and disposal
The Contract is being procured in two Lots:
Lot 1: Provision of a Site for the acceptance and bulking of Recyclable Materials (dry recyclable wastes and food waste); the onward transportation, processing, sale and disposal of dry recyclable wastes; and the onward transportation of food waste.
Lot 2: Anaerobic digestion, energy recovery, digest use and disposal of food wastes.
This advert is intended to notify potential Suppliers of the requirement for the provision of Recyclable Materials acceptance, bulking, transfer and processing. The service provision is for both Household and Commercial Waste. The acceptance and bulking Site should be within the Borough of St Helens. If the Site is outside the Borough boundary mileage will apply to the evaluation of Lot 1
The project scope includes the following:
Accredited Quality and Environmental Management Systems are required throughout the Contract, and should be certified by a UKAS certified assessment body (or a body of similar standing)
A Carbon Reduction Plan for the waste acceptance Site, the Delivery Sites and the Services, annual reports on carbon emissions
Optimisation of the recycling of materials and the performance of the food waste Anaerobic Digestion plan
Digestate from the anaerobic digestion required to achieve PAS110 requirements as a renewable fertiliser which can be applied to farmland.
Contribute to improve the social, economic and environmental wellbeing by documenting the measures that it will take to provide Social Value benefits in St Helens on the Social Value Portal.
Ensure requirements under TUPE Legislation are fully met.
Initial five year contract period with an option to extend annually for up to five years.

The proposed procurement route will be a single stage (Open Procedure) using the St Helens Borough Council Contract Agreement terms and conditions. (check ITT references the correct T’s & C’s)
Bidders will be required to complete the Suitability Questionnaire, the Questionnaire sets out the information required by the Authority to assess the suitability of potential Suppliers providing the required services in terms of their technical knowledge and experience, capability/capacity, organisational and financial standing within the parameters laid out in the Regulations.
Upon the satisfactory completion of the tender process the contract will be awarded to the most economically advantageous tender. This is a combination of the price/cost provision (50%), and quality/service (30%) and Social Value (20%) aspects of your bid, following completion of the evaluation process. To obtain the full tender package please express an interest in the opportunity.
Bidders are required to use the SVP to submit a quantitative proposal using the Social Value Calculator to set targets against measures. Using the link in the Tender Response Document, Bidders will be provided with online access to the set of TOMs for this project through the Social Value Portal. Bidders are required to complete and submit a response through the Social Value Calculator in line with the deadline for tender submissions. The completed Calculator forms the basis of the quantitative element of the Social Value Proposal.
For assistance with calculating targets for certain measures Bidders should use the Unit Toolkit on the Portal. Two mandatory measures are included in the Carbon Emissions section - NT31 and NT44 please ensure these measures are responded to.
