Description
The service is for the provision of a recovery orientated dedicated inpatient treatment service offering assessment, stabilisation and medically assisted withdrawal for eligible adults (18+) Leicester City Council in association with Leicestershire County Council and Rutland County Council ("the Statutory Authorities") is inviting suitably qualified and experienced providers to submit tenders for inpatient medically assisted withdrawal drugs and alcohol service for adults in Leicester, Leicestershire and Rutland.

Leicester City Council (acting on behalf of itself, Leicestershire County Council and Rutland County Council) is leading on this procurement with substance misuse problems for people who reside within Leicester, Leicestershire and Rutland. The provider will deliver the service in close collaboration with Leicester, Leicestershire and Rutland’s recovery orientated integrated treatment system. The service will provide 24 hour qualified staffing cover in a controlled therapeutic environment sourced by the provider.

This tender seeks to secure a Service Provider from 1st June 2018 for an initial period of three years, until 31st May 2021, with the possibility to extend for a further period of 2 years (subject to agreement by the Council) taking the contract term to a potential maximum of 5 years.

The value of the funding offered for this contract for the contract period (3+1+1) will be up to £2,491,040 (£478,208 p.a. x 5). This funding envelope contains a one off £100,000 implementation grant to be made available where required to assist the successful tenderer in developing capacity.

The procurement process is being undertaken as a one stage open process in accordance with the Regimefor the award of Social and other specific services as defined in Regulation 74 of the Public Contracts Regulations 2015.
