Description
<p>The London Borough of Camden (&lsquo;the Council&rsquo;) is seeking to award a contract for the provision / procurement of Camden Rough Sleeping Hub. Camden Routes off The Street (RTS) strategy has a primary objective that all people rough sleeping in the borough receive a tailored support offer which means they no longer have to sleep rough and are able to rebuild their lives away from the street. To help drive this goal, Camden are procuring a short stay Rough Sleepers Hub based in Camden. The service will be funded by the DLUHC rough sleeping initiative and will provide safe accommodation and a sustained route off the streets for people rough sleeping in Camden. The service will accept referrals from the Camden Routes off The Street team (RTS) and Connect Forward and will operate from the 1st December 2022 until the 31st March 2025. The service will work with male, female, non-binary and transgender complex rough sleepers who are living on the streets of Camden, promoting take up of services offers and ensuring their sustained move on from rough sleeping. The service will work collaboratively with partner agencies to optimise the options available to ensure the project achieves the desired level of throughput. The principle aim of the Hub is to provide immediate safe shelter for complex rough sleepers and to ensure service users engage positively with service offers which provide a route away from rough sleeping. The Rough Sleepers Hub will provide a creative, outcome focused environment for service users with multiple needs and will facilitate constructive partnerships to help achieve the project goals. The service will deliver tailored support for service users and drive outcomes in the following areas o Assessment and onward referrals- ensuring that all clients are assessed, are allocated a key worker and that action plans are in place which prevent a return to rough sleeping o Accessing treatment for substance addiction: Ensure that residents access treatment options for drug and alcohol addiction. o Health and wellbeing &ndash; supporting service users to register with a GP enabling them to address physical and mental health issues o Financial resilience &ndash; Supporting service users to access to access ID, bank accounts and benefits, where appropriate. o Move-on &ndash; Ensuring that service users engage with the move on worker and appropriate external teams to identify options; working together to ensure move on within 28 days. o No recourse to public funds &ndash; Work collaboratively with external agencies to ensure those service users with NRPF are able to move on from the project though re-connection or employment options. Ensure that those eservice users seeking settled status in the UK are supported in doing so.</p>
