he London Borough of Hounslow published a tender 26th October 2024 for the services set out in the tender pack. The tender closed 27/11/2024 and no viable bids were received. The procurement was therefore considered unsuccessful. A schedule of direct provider feedback sessions then took place and the feedback received from these was noted and analysed. The current tender now seeks to address the main feedback received during these sessions and the key changes are noted below:



Feedback Point: - Including TUPE lists that are Scheme/Lot specific, rather than one overall list.



Change: - Please refer to the updated anonymised TUPE spreadsheet which now sets out the Scheme specific TUPE implications on individual tabs. We have worked with the incumbent provider to reduce the number of posts that operate across more than one Scheme, however there remain 5 posts affected. Providers are advised to consider these posts in their pricing.



Feedback Point: - Several providers raised the high cost of leases as a barrier to submit financially viable bids. Please see revised lease rental costs in the table below, please also note the target prices as set out in the Invitation to Tender have also been amended:

Feedback Point: - Providers raised they were unable to view buildings throughout the tender process and were therefore unable to assess condition and layout of buildings.



Change: - As per the timetable within the Invitation to Tender, viewings across all buildings have now been scheduled week commencing 10th February 2025. To confirm viewings at specific buildings please email kierancooper@lookahead.org.uk.



Feedback Point: - The title of the overall procurement was misleading and may have appeared to relate to Adult Services supported living arrangements.



Change: - Procurement retitled: Children and Young Peoples Supported Accommodation Services



Feedback Point: - The word count for each question did not provide enough space to submit detailed and robust answers.



Change: - The word count has increased to 1500 words per question.



Feedback Point: - Some feedback indicated providers favour a greater proportion of the scoring ratio being attributed to quality, rather than price. The original tender was split 65% Price and 35% Quality.


Change: - The ratio has now been amended to reflect 55% Price and 45% Quality.
