Description
<p>The London Borough of Tower Hamlets is seeking to establish a Framework with reputable, suitably experienced and qualified organisations or groups of organisations to provide an innovative, creative and flexible programme of day activities for adults with learning disabilities, including those with complex healthcare needs.</p>
<p>&nbsp;</p>
<p>The service model aims to focus on supporting people to progress and develop or maintain their independence within the community by promoting a &ldquo;think work first&rdquo; culture and by offering a greater variety of developmental activities with greater choice, personalisation and flexibility, supporting individuals to develop their skills, progress and achieve the outcomes set as part of their assessment by the Community Learning Disability Service (CLDS) through active participation in a wide range of activities in the community.</p>

<p>Provision must be based and delivered within the borough of Tower Hamlets for Tower Hamlets residents who have been assessed by CLDS as being eligible for Council support under the Care Act.&nbsp;</p>
<p>&nbsp;</p>
<p>The procurement consists of two separate Lots:</p>
<p><strong>&nbsp;</strong></p>
<p><strong>Lot 1 - A programme of developmental activities accessing local mainstream and centre-led provision for adults with <u>low/medium levels</u> of LD support </strong></p>
<p>&nbsp;Provision to support and enable people with learning disability to participate in a wide range of mainstream community activities in a range of premises.&nbsp; This includes provision of support to people individually or in groups to enable them to participate in activities and support for adaptations by mainstream community activity providers to enable them to include adults with learning &nbsp;<strong>Lot 2 &ndash; A programme of mainstream and provider-led activities and provision for adults with LD who have <u>high complex</u> needs and <u>behaviours that challenge</u></strong></p>
<p>&nbsp;</p>
<p>Provision of a structured but flexible programme of centre based and person centred individual and group activities to meet identified individual needs, develop people&rsquo;s skills and facilitate their participation in the community.&nbsp;Only a maximum of <strong>10 suppliers</strong> in each lot will be admitted as approved suppliers into the Framework. Suppliers will need to meet the minimum threshold quality criteria of 30% (out of 60%) and be listed among the first 10 ranked suppliers in accordance with the resulted weighted scores as per evaluation criteria set in the Invitation to Tender Instructions.&nbsp;&nbsp;</p>

<p>Bidders should also note that This Tender process has been issued by London Borough of Tower Hamlets on in accordance with the Public Contract Regulations 2015 as amended by the Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 (&ldquo;the Regulations) Schedule 3 (&ldquo;Light Touch&rdquo;) services. This Procurement Exercise will therefore be run in accordance with &lsquo;the Regulations&rsquo; as they apply to &ldquo;light touch&rdquo; services.</p>
