Description
<p>Islington Council invites suitable expressions of interest from suppliers for a framework agreement for the provision of Nightly Purchased Accommodation. Islington Council is seeking to appoint contractors to the framework agreement. Contracts based on the framework agreement shall follow the terms of the framework agreement including how a contract is concluded. How a contract is concluded is explained within the invitation to tender documentation. The arrangement will be monitored against a range of outcome-based indicators which the provider will be expected to achieve. The details of these indicators will be included within the contract specification and the successful organisation will need to demonstrate they have the capability and capacity to meet these requirements. Background The council had 848 homeless households living in temporary accommodation as of 31 March 2022. The purpose of the service is to ensure homeless clients are housed in suitable, good quality, secure and safe accommodation that meets the standards as set out in in the tender documentation. It is also about supporting clients to participate and (re-)engage with the community, tackle worklessness and contribute to the local community. The requirement 1. To ensure the provision of nightly paid accommodation can match the future demands of the housing needs service and promotes the provision of high-quality accommodation for the residents of Islington. 2. The Provider responsible for delivering the supply of properties local to Islington, with the expectation that most properties supplied will be deemed local. The Council defines a local property, as a property that is: i. In the borough of Islington and of varying bedroom sizes ii. Located in a neighbouring borough i.e. Hackney, Camden, Haringey iii. Is accessible to Islington via public transport with a journey time no longer than one hour. 3. To ensure the Housing Needs Service is able to meet Council-wide objectives such as: • Supporting people experiencing homelessness; • Reducing rough sleeping in the borough; • Ensuring decent and safe accommodation; • Challenging inequality Our mission is to create a more equal Islington, where everyone who lives here has the opportunity and an equal chance to thrive. Lots This framework agreement is not being split into lots, as the council’s sole requirement is for providers of Nightly Purchased Accommodation. TUPE [Transfer of Undertakings (Protection of Employment) Regulations] TUPE does not apply to this Framework Agreement. Term of the Framework Agreement The term of the framework agreement will be for 48 months from an estimated start date in October 2022. Value of the Framework Agreement The estimated value of the nightly paid temporary accommodation contracts that may be awarded by Islington Council under the framework agreement is estimated at between £0 and £52m over the forty-eight (48) months period. The Council will be under no obligation to utilise the framework agreement. No guarantee is given towards volume or value of work under this framework agreement. Award criteria The framework agreement will be awarded to the Most Economically Advantageous Tenders (MEAT) in accordance with the Public Contracts Regulations. MEAT for this framework agreement is quality 90% and cost 10%. Further details will be provided in the invitation to tender. Cost 10% Quality 90% Quality made up of: Proposed approach to standard of accommodation · Acquisitions (weighting 10%) · Responsive Repairs (weighting 10%) · Routine Maintenance (weighting 10%) · Health and Safety (weighting 10%) Service delivery and customer care · Welcome information (weighting 5%) · Client contact (weighting 10%) · Equality and Diversity (weighting 5%) · Managing challenging behaviour (weighting 10%) Social value (20%) Total 100% Tenderers should be aware that we reserve the right to hold site visits and/or presentations and/or interviews during the tender process. Site visits and/or presentations and/or interviews will be for verification/clarification purposes of the written submission. We reserve the right to interview leading bidders. Procurement Process This framework agreement is over the threshold at which we are required to publish public procurement notices for new procurements to the UK e-notification service, Find a Tender (FTS). This framework agreement is advertised will be procured using the Open Procedure. The Open Procedure means that all bidders who successfully express an interest will automatically be invited to tender and have access to the tender documents. Those who submit a tender and meet the minimum requirements will have their full tender, method statements and pricing evaluated.</p>
