Framework for the Provision of Adaptations for Disabled People
Main contract details
The Council provides an Agency Service to administer the adaptations process and to act on behalf of the resident in dealing with the process of application, procurement and supervision of the grant and subsequent works. The Mandatory Disabled Facilities Grant is provided by a central government grant whilst funding for other smaller adaptations, Minor Works, is provided directly by the Council. Individual Minor Works cannot cost more than £1000 per item.
The Council no longer owns any housing stock and as such these works are NOT to be considered estate based. These works will be carried out at various individual properties around the borough. The works will not be grouped together for convenience of pricing.
This Framework for Adaptations to Residential Properties (owner occupiers, private tenants and social tenants who live in properties within the Metropolitan Borough of Tameside) is for the delivery of construction related works to properties requiring adaptation changes to assist occupants to maintain a degree of independence when disability limits daily activity.
The estimated annual spend on this contract is circa £1,500,000 (split into 3 Lots – Lot 1 Major Works and Lot 2 & Lot 3 Minor & Visual Impairment works). Lot 1 (Major Works) is estimated at approx. £1,300,000 with an average spend per job of £4,000. The budget for Lot 2 and Lot 3 is estimated at approximately £200,000 pa with an average spend per job for Lot 2 and Lot 3 (minor works) of £500. Please be advised this information is indicative only and some works may cost more or may cost less.
Funding for the adaptations in Lot 1 (Major Works) will be provided by the Disabled Facilities Grant which is a mandatory grant. Minor Works noted in Lot 2 and Lot 3 will be provided by other funding sources and this is subject to funds being available.
Each Major Adaptation (DFG) is particular to the Council’s Client at that particular address and it will not be possible to join Works together for ease of the Contractors working practices.

This Framework will have 3 Lots comprising of the following:
• LOT 1 will be for major internal & external adaptations to the property where the cost is more than £1000 funded by DFG but cannot be more than £30,000 (this Lot will not include extensions to properties which will be subject to an independent procurement exercise);
• LOT 2 will be for Minor external and internal works to properties with an individual value less than £1000;
• LOT 3 will be for Minor external an internal works relating to electrical and Visual Impairment works with an individual value of less than £1000.
