<p>Islington Council and Camden Council invite suitable expressions of interest from suppliers for the Camden and Islington Young People&rsquo;s Sexual Health Service.</p>
<p>&nbsp;</p>
<p><strong>Current status / Background </strong></p>
<p>Following a review of the current service, engagement with providers, prospective providers, stakeholders and young people we have re-designed the service, as set out in the specification. The feedback given has been crucial to the development of the specification in which young people&rsquo;s voices have been expressed throughout.</p>
<p>&nbsp;</p>
<p><strong>&nbsp;</strong></p>
<p><strong>The requirement </strong></p>
<p>This service will provide high quality sexual health support to young people up to the age of 25. The service will provide clinical support and equip young people with the education and&nbsp;tools to best manage their relationships, sexual health, and wellbeing.</p>
<p>&nbsp;</p>
<p>The &lsquo;Core Offer&rsquo; will be comprised of:</p>
<ul>
<li>Provision of level 1 and 2&nbsp;and limited level 3 Integrated Sexual Health Clinics (in both Camden and Islington)&nbsp;&nbsp;</li>
<li>Health advice, emotional support,&nbsp;and&nbsp;counselling&nbsp;</li>
</ul>
<p>&nbsp;</p>
<p>Clinics are intended to be nurse led, with accessible facilities.</p>
<p>&nbsp;</p>
<p>The &lsquo;Community Offer&rsquo; will comprise of:</p>
<ul>
<li>Relationship and Sex Education</li>
<li>Clinical Outreach</li>
<li>Targeted and one-to-one support</li>
<li>Workforce Development,</li>
<li>C-card</li>
</ul>
<p>&nbsp;</p>
<p>The demands for the service will require a wide range of skills so prospective providers may wish to form consortia/lead provider models to address this.&nbsp; The Council encourages all types of organisation who meet the selection criteria including Voluntary and Community Sector (VCS) organisations, Social Enterprises or not for profit enterprises and small to medium enterprises (SME) to tender.</p>
<p>&nbsp;</p>
<p>The service will work jointly with Camden and Islington Councils, local Voluntary Community Sector services and health partners to provide support to service users.</p>
<p>&nbsp;</p>
<p>All prospective providers bidding must have experience of providing clinical sexual health services.</p>
<p>&nbsp;</p>
<p>All prospective providers bidding should evidence they can, and will:</p>
<ul>
<li>Provide clinical sexual health services for young people (including Level 3 services identified in the specification)</li>
<li>Provide Relationships and Sex Education, Workforce Development and C-card</li>
<li>Develop environments free from stigma</li>
<li>Provide a safe, welcoming and excellent standard of care</li>
<li>Understand the principles of trauma informed care</li>
<li>Provide timely access to the service</li>
<li>Maintain a stable staffing structure in order to fulfil contractual obligations</li>
<li>Embed service user feedback into service delivery</li>
<li>Effectively manage transitions for service users into the wider sexual health offer</li>
</ul>

<p><strong>Lots</strong></p>
<p>This contract is not being divided into lots.&nbsp; The service will deliver a multi-disciplinary support service to young people largely based on the Department of Health Integrated Sexual Health Services: National Service Specification.</p>

<p><strong>TUPE [Transfer of Undertakings (Protection of Employment) Regulations]</strong></p>
<p>Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender.</p>

<p><strong>Contract Period</strong></p>
<p>The contract period will be for 60 months with the option to extend for two (2) periods of up to twenty-four (24) months each (total 108 months).</p>
<p>&nbsp;</p>
<p>The estimated contract start date will be dependent on whether or not the contract can be awarded based on initial tenders.&nbsp; If the contract can be awarded on initial tenders, the estimated contract start date will be 1 April 2022.</p>

<p><strong>Contract Value </strong></p>
<p>The maximum available budget for the block contract is &pound;10,693,467 for the maximum 108-month term of the contract.&nbsp; This is based on a value of &pound;1,188,163 per annum. The contract value covers an equitable service across both boroughs.&nbsp;</p>
<p>&nbsp;</p>
<p>In addition to the block contract value, we will also have a standard tariff structure for Level 3 activity delivered as part of this contract. &nbsp;It is estimated that the value of the additional tariff based activities is not likely to exceed &pound;20,000 per annum. &nbsp;A schedule of activities and tariffs is included within the tender documents. &nbsp;</p>

<p><strong>Award criteria </strong></p>
<p>The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations.&nbsp; MEAT for this contract is quality 70% and cost 30%. &nbsp;Further details will be provided in the invitation to tender.</p>

<p>Tenderers should be aware that we reserve the right to hold presentations, and site visits and/or interviews during the tender process.&nbsp; Site visits and/or interviews will be for verification/clarification purposes of the written submission.</p>

<p><strong>Procurement Process</strong></p>
<p>This procurement is being conducted in accordance with the Public Contracts Regulations 2015. The procurement is subject to the light-touch regime under Section 7 Social and Other Specific Services. Under Regulation 76 the Council is free to establish a procedure, provided that procedure is sufficient to ensure compliance with the principles of transparency and equal treatment of economic operators (service providers).</p>
<p>&nbsp;</p>
<p>This procedure is based on the open procedure but with the option for an element of negotiation (if required).&nbsp; All economic operators (service providers) who successfully express an interest will automatically be invited to tender and have access to the tender documents.</p>

<li>I) Invitation to Tender - Parts 1 &ndash; 3</li>
</ol>
<p>&nbsp;</p>
<ul>
<li>Initial evaluation of responses will include assessment of capacity, capability and minimum requirements to deliver the contract.</li>
<li>Only those who meet the minimum requirements following the assessment of the information provided will have their initial tender evaluated.</li>
<li>Economic operators (service providers) who submit a tender and do not meet minimum requirements in Parts 1 - 3 will not have the remainder of their tender evaluated, and will be excluded from the process.</li>
<li>Economic operators (service providers) who submit a tender and meet the minimum requirements for Part 2 (exclusion grounds), and Part 3 (Project Specific Questions and Suitability assessment questions) will have their Method Statements evaluated.</li>
</ul>

<ol>
<li>II) Invitation to Tender - Part 4 - Method Statements and Pricing Schedule</li>
</ol>
<ul>
<li>Economic operators (service providers) who submit a tender and meet the minimum requirements for Part 4 Method Statements will have a financial analysis of the pricing schedule.</li>
<li>Economic operators (service providers) who submit a tender and do not meet the minimum requirements for Part 4 Method Statements will not have a financial analysis of the pricing schedule, and will be excluded from the process.</li>
<li>All minimum quality requirements relating to method statement questions must be met in order to be invited to negotiate (if required).</li>
<li>All minimum quality requirements relating to method statement questions must be met in order to be awarded a contract.</li>
<li>All economic operators (service providers) will be notified whether or not they are invited to negotiate at this stage.</li>
<li>The council reserves the right to award the contract based on initial tenders. Economic operators (service providers) will be notified if no negotiation is required and the contract is being awarded based on initial tenders.</li>
</ul>

<p>III) Negotiation (if required)</p>
<p>&nbsp;</p>
<ul>
<li>The evaluation panel will negotiate with economic operators (service providers) regarding elements of the initial Method Statements submitted in order to improve the qualitative element of the proposal.</li>
<li>The minimum requirements and award criteria shall not be subject to negotiation.</li>
<li>During negotiations the evaluation panel will ensure equal treatment of all tenderers and will not provide information in a discriminatory manner which may give any tenderer an advantage over any other.</li>
<li>There will be no negotiation on the pricing schedule. However, economic operators (service providers) will be permitted to revise their pricing schedule in the call for final tenders in order to reflect the revised proposal.</li>

<li>No further negotiations will take place once final tenders have been received.</li>

<p>We reserve the right to award the contract on the basis of initial tenders without negotiation where this offers value for money in the opinion of the councils. We reserve the right to not award the contract if it does not offer value for money.</p>
