Description
<p>The Royal Borough of Kingston Council (RBK) is seeking a suitably skilled and experienced Management Agent in accordance with the Specification within the ITT pack, to manage the day-to-day running of Queen Mary Hall on a not for profit basis, through the Open Tendering procedure in accordance with the PCR 2015 Regulations. The proposed duration of contract will initially be five years following the completion of refurbishment which is due commence mid September 2022 with practical completion during December 2022. This contract has the ability to extend for a further for twelve months at a time up to a maximum term of 7 years (5+1 year+1 year), subject to the Council’s discretion. The outcome is to deliver better utilisation of the community hall and ensure that it is managed safely and efficiently for the benefit of the local community. In addition to supporting the needs of the local community, it is paramount that the Management Agent is highly professional and capable of ensuring services delivered at the Hall are inclusive and in line with the Council’s Equality Diversity and Inclusion strategy, also the Council’s Engagement Strategy. The Council declared a Climate Emergency during 2019 and is committed to an objective of becoming Carbon Neutral by 2038, therefore as a Council to consider the following: - Energy efficiency in homes and workspaces - Generating and harnessing energy - Sustainable transport and travel - Air quality improvements - Biodiversity and green spaces - Waste management, recycling and the circular economy. Kingston’s Climate Action Plan aims to deliver safer streets, warmer homes, new jobs and improved air quality. It is expected that the Management Agent and associated services will support the Council in delivering an environmental and sustainable borough. The scope of this procurement is to appoint a Management Agent with the intention for the services to commence mobilisation of one month from November 2022 to enable the provision of Management Agent associated services to operationally commence from December 2022/January 2023. This procurement opportunity requires potential Providers to have good experience of delivering management agent requirements as set out within the Specification.. The provision of Management Agent will need to be physically present to provide access to the building.
