PRJ-1082 - Community Diagnostics Services, North East London (NEL CCG)

<p>NHS North East London Clinical Commissioning Group (NEL CCG) (the Authority) is seeking to procure Community Diagnostic Services under NHS Standard Contracts arrangement from 1^st October 2023. The primary function of the Community Diagnostics Service is to deliver all of the Direct Access Diagnostic Imaging Service modalities for patients in North East London (NEL) as listed below. Commissioners intend to procure the service in the following Lots:</p>
<ul>
<li>Lot 1: Cardiology</li>
<li>Lot 2: Endoscopy</li>
<li>Lot 3: MRI and</li>
<li>Lot 4: Ultrasound</li>
</ul>

<p>The services are required to be provided across NEL geographical region (for the purpose of this procurement NEL geographical region does not include the regions previously covered under City &amp; Hackney (C&amp;H) CCG). Therefore, the geographical region is split as follows:</p>

<li>NEL (excluding C&amp;H)</li>
<li>BHR ICP</li>
<li>TNW ICP</li>
</ol>

<li>BHR ICP includes the regions previously covered under Barking &amp; Dagenham, Havering and Redbridge (BHR) CCGs</li>
<li>TNW ICP includes the regions previously covered under Tower Hamlets, Newham and Waltham Forest (TNW) CCGs.</li>

<p>This is a Prior Information Notice to notify potential providers of the upcoming procurement and to invite interested providers to participate in pre-procurement market engagement by responding to a market engagement questionnaire &ndash; the results of which are to be used in the final design of the procurement and the Services.</p>
<p>&nbsp;</p>
<p>It is expected that the contracts will be for an initial period of 5 years with the opportunity to extend for up to 3 further years at the discretion of the Authority (total 8 years).</p>
<p>&nbsp;</p>
<p>Estimated contract values are as follows:</p>
<p>Financial Envelope is in the range of approximately &pound;11,000,000 and &pound;13,500,000 per annum (across the four Lots) over the term of the contract. The proposed value is fully inclusive of all costs required to mobilise (transition) and deliver the specified services (including CQUIN but excluding VAT).</p>

<p>It is currently envisaged that the procurement will be published around mid-May 2022.</p>

<p>The Authority is inviting interested providers to register their interest in the future contract opportunities by expressing their interested in the project on the ProContract (Proactis) tender portal via the link provided (alternatively, registered providers can search &lsquo;PRJ-1082 Community Diagnostics Services, North East London to link in with this opportunity). Once registered, providers will be able to access the project messaging area where they can find a suite of Market Engagement material, including a Market Engagement Questionnaire, Service Specifications, Clarification Question Template.</p>

<p>A clarification question and answer process will be operated during this market engagement phase to give interested organisations the opportunity to submit questions to the Authority, where they require clarification on the information provided. Interested providers are invited to use the portal messaging facility to ask clarification questions (in the Clarification Question template provided) as required for the Authority&rsquo;s consideration during this pre-procurement market engagement phase. Questions should be submitted using the clarification template provided by no later than 12noon on 28^th March 2022. Any message received after the deadline may not be responded to.</p>

<p>The Authority asks interested providers to consider the Market Engagement Questionnaire (MEQ) and to provide a completed questionnaire response no later than 12noon on 8^th April 2022. The Authority intends to use the information provided by providers in the design of the procurement process and in the finalisation of the specification ahead of the tender stage.</p>
