Description
<p>Islington Council invites suitable expressions of interest from suppliers for borough-wide out-of-hours drainage works, in-hours backup support for repairs team and all drainage excavation repairs (including collapsed pipes). Current status / Background This contract is to deliver all out-of-hours drainage repairs and in-hours backup support for the repairs team. The contract will also include all drainage excavations and the repair of collapsed pipes. The in-house drainage team consists of six operatives and provides most standard in-hours drainage repair work, for example, jet washing to clear blocked drainage pipes. Currently, the in-house drainage team is supported through a contract, which is due to expire. In addition to the standard drainage repair work, some drainage repairs are specialist, for example, remote inspection and repair of collapsed drains, drain lining, and excavation to repair communal drainage pipework. The in-house repairs team cannot facilitate this work due to its specialist nature and not having access to the skills to use the type of specialist equipment required to complete this more technical work. The drainage related workload is weather dependent and characterised by peaks and troughs. Approximately 4,000 additional properties have come back in-house in April 2022, so the workload and fluctuation will likely increase further. Therefore, a contractor with the necessary equipment and expert knowledge is required to carry out the specialist work, provide the out-of-hours repairs, and support the in-house team during busy periods and seasonal spikes. The requirement Islington Council&rsquo;s drainage team requires support from one external drainage contractor with skilled tradespersons to deliver a borough-wide drainage repairs and maintenance service. In addition to the backup support for the in-house drainage team during the working hours, the contractor will provide all drainage excavation repairs, including collapsed pipework and all out-of-hours repairs. The scope will include domestic and communal repairs and renewals where required. Examples of work that may be carried out under the contract include, but are not limited to: &bull; Drainage pipework repairs running through properties &bull; Drainage pipework repairs within communal areas and estate boundaries &bull; Drainage pipework re-runs &bull; Excavation and trenching to access collapsed drainage pipework and leaks through soft and hard ground &bull; Blockages internal (and all associated works, e.g. rodding and sanisnakes) &bull; Blockages external (and all associated works, e.g. rodding and sanisnakes) &bull; Jetting &bull; Gully Suckers &bull; Removal of blockage waste (irrespective of waste type) and wash down of contaminated area external &bull; Drain lining &bull; Descales &bull; Collapsed drains (including all associated works, e.g. excavation, drilling etc.) &bull; Drainage related plumbing external (e.g. replacing a stack) &bull; Drainage related plumbing internal (e.g. removing and refixing a toilet pan to access a blockage) &bull; Dig ups (drainage) &bull; Environmental cleans (following back surge) &bull; Aquavac (wet-vac) The appointed contractor is expected to provide a high-quality service at the client&rsquo;s properties and for residents in those properties. This includes satisfactorily completing orders within the specified time periods, good customer liaison, efficient and accurate paperwork, prompt submission of accounts, and immediately responding to any complaints received. The contractor will be the sole provider for the out-of-hours drainage works. Therefore, the contractor must provide a reliable out-of-hours service and can promptly attend, clear drain blockages, and deal with urgent drainage-related matters during these times. The work will include jetting that might need to be completed out-of-hours (e.g. 3 am) to prevent a blockage backsurging and causing property damage. This contract includes responsive repairs, i.e. day-to-day minor repairs that need to be dealt with quickly to keep properties in reasonable order and to a tenantable standard. TUPE [Transfer of Undertakings (Protection of Employment) Regulations] Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender. Contract Period The contract period will be for thirty-six (36) months from an estimated start date August 2022 with option to extend up to a further three (3) periods of up to twenty-four (24) months each. Contract Value The estimated total value of this contract is &pound;4,608,000 over the maximum contract term of hundred and eight (108) months. This is based on &pound;512,000 per annum. Social Value Islington Council is committed to a performance and evidence-based approach to Social Value. Based on the National TOMs (Themes, Outcomes and Measures) developed by the Social Value Portal, bidders are required to propose credible targets against which performance (for the successful bidder) will be monitored. The TOMs within this tender process have been developed to reflect the specific needs of Islington Council and bidders will be given access to them after registering on the Social Value Portal. Details and a link to the Social Value portal (unique for this procedure), will be provided in the invitation to tender. The Social Value offer is to be submitted directly on the Social Value Portal. Award criteria The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT will be identified using 40% cost and 60% quality, of which 20% is Social Value. Cost 40% Quality 60% Quality made up of: Proposed approach to social value 20% (evaluated using the National TOMs via the Social Value Portal) Proposed approach to managing the delivery of service 20% Proposed approach to communication and customer service 10% Proposed approach to quality assurance and health and safety 10% Total 100% Bidders must complete the Social Value offer in order for the bid to be compliant. Bidders who do not complete the Social Value offer will be disqualified. Procurement Process This contract is over the threshold at which we are required to publish public procurement notices for new procurements to the UK e-notification service, Find a Tender (FTS). This contract will be procured using the Open Procedure. The Open Procedure means that all bidders who successfully express an interest will automatically be invited to tender and have access to the tender documents. Those who submit a tender, complete a Social Value offer on the Social Value Portal and meet the minimum requirements will have their full tender, method statements and pricing evaluated. Late submissions will not be accepted.</p>
