Domiciliary Care In Swindon Borough Council- SOFT MARKET TESTING
Main contract details
Swindon Borough Council is seeking input from the market for the provision of Domiciliary Care. This market assessment is not part of the procurement process, but is purely investigative in nature, to potentially assist the Council in defining a specification and contract for the Services.
In preparation for this, it is our intention to hold some ‘Soft Market Testing’ (Preliminary market consultations) Workshops to review the current supply market.
The same information will be gathered from all providers, who wish to participate in the Soft Market testing to assist the Council.
This advert relates to a proposed ‘soft market testing’ exercise only and is NOT a call for competition.
Any contracts for services or supplies relating to this exercise may be subject to separate procurement process(es) in accordance with the Public Contracts Regulations 2015 (as amended).
All participants in this ‘soft market testing’ exercise shall be responsible for their own costs (including third party costs) and the Contracting Authority shall have no liability to any participant.
Description
The aim of the event is to inform potential and current Providers of the short term and long term strategy for commissioning of Domiciliary Care and to seek input and views to key areas of this strategy.
The Authority will be going to the market shortly for an interim solution where providers can apply for joining a framework and competing for each package of care as it becomes required. This will be in place until these packages of care have reached their natural end or the contract period of 1 year has elapsed . The plan is to have the new longer term Domiciliary Care arrangements in place by the end of this year at the very latest and at this time this arrangement will supersede the interim solutions unless care users require continuing care from that Provider.

The procurement and commissioning process
Each of these aspects will have a question and answer session
The purpose of this Soft Market Test is to gain intelligence on the supply market for Swindon Borough Council’s requirements, including information that will help define the most appropriate structure, plan and budget for any potential competitive procurement exercise.
Process and Workshop details
Participants are invited to attend the Workshop event. Please confirm your organisation is interested in attending a Swindon Borough Council Soft Market Testing Workshop.
This workshop will be held on 12 January 2012 at 1500 hours to 1700 hours at Swindon Borough Councils Offices in Swindon. Presentation Slides will be put on the portal prior to the workshop.
For the avoidance of doubt, no information provided in response to the workshop questionnaire will be used by the Council in assessing providers during any future procurement process, scheduled to commence in 2017.
Please note that this project has been advertised on Contracts Finder/ other web portals, however, Supplying the South West Portal is the only portal that includes all the relevant documents required to respond to this soft market testing exercise.
