Substance Misuse Services
Main contract details
The tender will be divided into two Lots:
• Lot 1: Adults' Substance Misuse Services
• Lot 2: Young People’s Substance Misuse Services
Providers can tender for a single Lot or both Lots.
Lot 1: Adult’s Substance Misuse Services
This is an integrated substance misuse service providing a single point of access to all services, which includes assessment and prescribing and recovery services for people over 18 who require support or clinical interventions to enable them to manage reducing their substance misusing and become independent of substances. The aim of the service will be to move the individual from a position of problematic drugs and/or alcohol misuse, with possible poor physical health status, chaotic lifestyle and criminality to a position of stability, improved health and well-being, employment and positive engagement with the community. This will be informed by the end goals of recovery and abstinence and will include access to a range of service options including treatment, support and rehabilitation. Additionally, the service will be responsible for residential detoxification and rehabilitation placements, services for supervised administration of methadone and needle exchange delivered through community pharmacies and will include a community alcohol pathway.
Lot 2: Young People’s Substance Misuse Services
The service will provide a range of substance misuse related support to young people which will include prevention, early intervention and treatment. The aim of the service will be to increase opportunities for early identification of substance using young people and to provide an appropriate menu of interventions consistent with the young person’s treatment needs. The service will work on prevention in partnership with the wider children and young people’s workforce by helping services to acquire the necessary skills in substance misuse early intervention and by providing accessible pathways into treatment for young people. The service will use innovative techniques for engaging with young people and be flexible and responsive to local needs and changing trends. The service will work with the wider issue of ‘risky behaviours’ and link with key partners to provide a holistic service for young people. Young peoples’ needs and young peoples’ voices will be central to service design and delivery. The service will aim to focus on building resilience and helping young people to make positive long term choices and changes to their lives.
