<p>This is an Early Market Engagement Exercise and is NOT a call for competition and is NOT a guarantee that the results of this exercise will formally begin the procurement or constitute any commitment by Tower Hamlets Council to undertake any procurement exercise. The Council is seeking open discussions with a specialist and solution agnostic consultancy with a working knowledge and experience of revenue raising public sector organisations of the size and complexity of the Council to undertake a review of the requirements for its Corporate Systems and provide a considered position on the best route forward for the Council in terms of its suite of Finance, Procurement, HR and Payroll solutions. The discussions will help the council establish the skills currently available in the market. The current suite of core solutions used across the HR, Payroll, Pensions, Finance and Procurement functions in LBTH lack the depth of functionality, interaction, automation, and degree of end user self-service, ease of use, and rich data expected from corporate wide solutions in the 21st Century. Developing an understanding of the potential benefits and disbenefits of the key options between a single ERP solution offering the full range of required functionality, separate solutions for HR/Payroll and Finance and Income Management (as is currently the case) known as Best of Breed (BoB), that typically would be integrated or interfaced to provide similar levels of functionality to an ERP is critical to allow Tower Hamlets to make an informed choice about the best way forward. Understanding the timelines of various options is also key. Establishing a Strategic Context and Direction for the Council&rsquo;s core corporate solutions, and the organisations readiness for any significant change, and the potential timescales for any change, will help inform the appropriate approach to addressing issues that have already been identified and need to be addressed in the short term.. At this time the Council wishes to remain open to all options available, so would want to consider any options to onboard an existing suite of solutions offered by another Council or third party as either a pre-configured solution or even as part of a full transaction management service. The Council anticipates that the output from this review will form the basis for a decision on the future plans for its Finance (including Income Management), Procurement, HR and Payroll solutions. It is anticipated that the scope of the review should include but not be limited to &bull; Strategic Context / Direction &bull; Full Requirements gathering (which would include current issues and challenges) &bull; High Level Solutions Appraisals &ndash; how different solutions may best match LBTH requirements &bull; Ensuring Best Practice &bull; Making systems intuitive and easy to use for managers in an increasingly complex world &bull; The most appropriate and timely procurement route &bull; Likely timescales &bull; Costs / Benefits / Options appraisal &bull; An assessment of organisational readiness for such work If you are interested in this piece of work and in providing consultancy services to the council please complete the questionnaire .
