The Supply & Installation of PM2.5/PM10 Dual Particulate Monitor

Background
Local Authorities have a statutory duty under the Environment Act 1995 to review an assess levels of air pollution in its Borough under a regime known as Local Air Quality Management (LAQM) . Sefton has been undertaking this review and assessment for a number of years and currently monitors certain atmospheric pollutants using a combination of real time automatic monitoring stations and passive diffusion tubes.
The LAQM regime has recently been reviewed by Government and a number of changes were made to the requirements. Most of these were administrative however an additional new role has been included in relation to PM2.5 (particulate matter less than 2.5 microns in diameter) Sefton along with all Local Authorities now has a duty to assess and then work towards reducing emissions and concentrations of PM2.5 in their local area.
Levels of PM2.5 are not currently measured in Sefton as this has never been a legal duty before.
In view of the above Sefton is looking to purchase and install a PM2.5 monitor in an existing monitoring station within the Borough to allow levels of PM2.5 to be monitored and inform the review and assessment process
Specification
• Sefton Council is looking for a supplier to Supply and Install a dual PM2.5/PM10 particulate monitor and associated equipment which is approved by Defra (or capable of being programmed in a manner which makes it equivalent to the appropriate reference standard). The monitor is to be installed in an existing enclosure located at Millers Bridge in Bootle ensuring the system is fully calibrated, configured and operational so that data is available via the IDAZRW reporting programme and Sefton Councils Breathing Space Air Quality Website.
• Provide 12 months technical/maintenance/service support for the new dual particulate monitor.
• Prior to the installation of the dual particulate monitor relocate and install existing BAM particulate monitor in the Crosby Road South monitoring enclosure (replacing TEOM monitor) ensuring the system is fully calibrated, configured and operational so that data is available via the IDAZRW reporting programme and Sefton Council’s Breathing Space Air Quality Website.
