TC162 Distribution of Bolton Scene

The Authority is tendering for the distribution of its tabloid newspaper, “Bolton Scene” under the Authority’s Framework Agreement.
The standard edition is tabloid size (currently 37cm tall by 28 cm wide), 16 pages with a 123,000 print run. There is no guarantee of a minimum number of publications being produced; however the previous Framework Agreement period saw four editions per year.
The number of pages can change on occasion due to a number of factors which includes but is not limited to number of adverts in any given edition and supplements of four, eight and occasionally more pages.
Tenderers must quote a price for delivery of the standard 16 page edition, plus 12, 20, 24, and 28 pages. Tenderers must quote separate prices for solus delivery and delivery with other items. In the event that the Authority decides to take up the option to deliver with other items, the Authority will reserve the right to approve what is delivered alongside the Bolton Scene.
Delivery will be made using delivery lists which match the Authority’s ward boundaries and not postcode boundaries. Some postcode boundaries cross the borough boundaries into neighbouring authorities, in particular several M (Manchester postcodes), but deliveries should only be made within the Authority’s boundary.
The Authority will make available its property register for this purpose only and assurance of the confidentiality of its use by Tenderers will need to be provided in writing. The property register will be compatible and merged with the Tenderers street-listing software to produce an accurate list of addresses. Tenderers must state in their submission how this will be produced.
The supplier details for the printing of the Bolton Scene will be provided to the successful Tenderer on award of the Framework Agreement. Printing will take place during a two week period with delivery to the successful distribution company taking place on a Thursday or Friday the week before distribution is due to start.
