Description
Kent County Council (KCC) has developed outline business cases for overnight lorry parks in the county. KCC’s Local Transport Plan 4 sets out the provision of overnight lorry parking as a strategic priority and is now sharing the business cases with prospective developers who may be interested in constructing or bringing forward overnight lorry parking facilities in the county.

Kent has an urgent and unmet need for official lorry parking facilities. Legal requirements on drivers necessitate regular rest breaks and it is common for these to be taken in Kent either before or after making the Channel crossing at the Channel Tunnel or Port of Dover. This causes a proliferation of unofficial and inappropriate lorry parking on Kent’s roads, the damaging effects of which are felt by our residents – noise and air pollution from refrigeration units, anti-social behaviour and littering, negative road safety impacts, and damage to verges and kerbs. KCC’s own lorry parking surveys have shown the scale of the lorry parking problem in the county, with over 900 HGVs parked each night.
The outline business cases have been produced following the Department for Transport’s ‘Transport Assessment Guidance (WebTAG)’ and include Strategic, Economic, Financial, Commercial and Management cases. The business cases include cost estimates, demand and revenue forecasting, payback periods, Net Present Value (NPV) and Benefit Cost Ratios (BCR). They outline the need for overnight parking in Kent and policy supporting the provision of lorry parking both locally and nationally.
Kent County Council’s preferred delivery option for overnight lorry parks to be brought forward is for the private sector to develop, fund and operate overnight lorry parking facilities in the county.
