Description
<p>The Consultant shall provide services in support of the Council preparing a site decarbonisation plan for Barrow Leisure Centre for transition to Net Zero and with a view to making an application for UK Government Public Sector Decarbonisation Scheme (PSDS). This project is for the examination, assessment and reporting on the feasibility of a series of options to improve the energy efficiency of the site that has been identified and develop a business case for the works, including RIBA stage 3 design. The works relate to a whole building approach to achieving low carbon operation and will be termed as a Decarbonisation Plan for the sake of this piece of work. The scope of services are for the following aspects as stages for development of projects delivering carbon savings from the Council’s established highest energy site. Outputs that may be required as part of developing a heat decarbonisation plan include: • Desktop analysis • Feasibility studies? • Specialist technical site survey? • Building audit or site survey? • Developed design?- RIBA Stage 3 • Investment grade proposals? The study must show how the site helps the Council to decarbonise building(s) on its public sector estate, specifically identifying measures that reduce direct greenhouse gas emissions associated with fossil fuel use, in public sector buildings. The funders require the options to be developed that aim to maximise cost-effectiveness by taking a ‘whole building’ approach to building decarbonisation. All feasibility and developed plans must include information and data required to develop an investment grade proposal, and to make a valid application for the next Phase of the Public Sector Decarbonisation Scheme. There are some required key aspects to be achieved by the plan. The decarbonisation plan must include: • Heat loss calculations to reflect current performance including current seasonal efficiency • Potential impacts if all proposals are implemented. • Description of each proposed measure to include: o Anticipated reduction in energy consumption o Anticipated cost to implement o Heat loss calculations to show the impact of the proposed measure o Expected reduction in emissions (preferably expressed in CO2e) o Projected cost savings o How long will the proposal take to implement o Comment on potential disruption to normal site during implementation o Operation and maintenance requirements</p>
