Expression of Interest: Property Management Services

Torbay Council is seeking expressions of interest for the delivery of one or both of the following services, which the Authority intends to pilot for a period of 12 months;

• Providing property management under Housing Act 2004 Interim Management orders/Special Interim Management orders/Final Management orders/Interim Empty Dwelling Management Orders/Final Empty Dwelling Management Orders

• Providing property management to deliver a Social Lettings Agency

In order to effectively deliver any of the above services it is essential that the organisation has;

• A suitable budget to ensure that all managed properties are compliant with all Housing Act 2004 requirements including supplementary requirements such as (but not limited to) House In Multiple Occupation (HMO) Management Regulations, Electrical/Gas/Fire/Asbestos/Legionnaires Disease Regulations.

• A team of suitably qualified and experienced officers capable of; day to day property management, managing tenants behaviour, effective mediation with tenants and with the local community, identifying safeguarding needs, identifying potential health and welfare risks, legal processes associated with tenancies, licensing requirements and property management.

Interested organisations will be expected to demonstrate their ability to deliver such schemes preferably by referring to current schemes in progress or completed schemes.

Please note that if there is sufficient interest the Council will run a tender exercise in order to put a supplier or suppliers in place to deliver these services. Only those organisations who express an interest will be invited to submit a tender.
