Description
The Zero Carbon Communities Grant Scheme is a pioneering scheme launched last year by South Cambridgeshire District Council (SCDC) to support community action on climate change. Round two of the Zero Carbon Communities Grant was recently launched and SCDC will provide funding for a variety of projects and services which will include improvements to community buildings to reduce the need for fossil fuel energy.
By providing energy efficiency support packages for community buildings our applicants with receive expert advice on how to reduce their building’s energy consumption. Applications for our grant scheme will be received from non-profit groups or organisations based in South Cambridgeshire or benefiting South Cambridgeshire residents; or South Cambridgeshire parish councils.
If applications to our grant scheme for Community Building Energy Surveys are successful, we will require a supplier to provide a cost effective, flexible, high quality and value for money energy efficiency support package to cover all aspects of the building energy use, including:
• Insulation and airtightness
• Lighting efficiency, illumination levels and control
• Heating and hot water generation, distribution and control
• Ventilation and air-conditioning
• IT, office and catering equipment
• Staff behaviour change

We are requiring the following to be included in the energy efficiency support package:
• A supplier to provide an on-site visit to a community building and undertake an energy audit to identify energy efficiency opportunities.
• A detailed, bespoke Energy Efficiency written report presenting the survey findings about the community building and any recommendations for energy efficiency improvements.
• Written report to include: indications of costs, energy/carbon savings and payback times, information about grants and other financial incentives available to reduce capital costs of upgrades and/or offset running costs.

A quotation should be based on an energy efficiency support package to any small to medium sized community building within the District of South Cambridgeshire. As building sizes vary, we would like the quotation to indicate what size of building the quote is based on.
Organisations applying to us for energy efficiency support packages will be from non-profit groups or organisations or parish councils. Non-profit organisations could include registered charities, companies limited by guarantee, unincorporated associations or clubs, community interest companies, charitable incorporated organisations, community benefit societies, social enterprises, established voluntary sector organisations and community shops with an appropriate legal structure (i.e. not profit-making).
The supplier should note that the number of energy efficiency support packages required will not be confirmed until after the grant scheme decisions have been made in December 2020. For this reason we will require energy efficiency support package quotations for a cost per building based on:
a) 0-5 buildings
b) 6-10 buildings
c) 11+ buildings
We currently envisage that we will be providing energy efficiency support packages for 11-15 community buildings. Please note that the Council cannot guarantee any volume or value. The volumes stated are in order to undertake and assessment and evaluation of the tender returns. The evaluation will be undertaken ONLY using the category above (a,b or c) which corresponds to the number of energy efficiency support packages awarded funding through the grant scheme. This is to enable the Council to establish value for money.
In the unlikely event we receive no applications, or our applicants are unsuccessful for energy efficiency support packages through our ZCC grant scheme, we will not require the service of the successful bidder in this tender.
The supplier will be required to liaise with the organisations receiving energy efficiency support packages to arrange a convenient time for the initial survey to take place. All work detailed in the energy efficiency support package will need to be completed by 31 December 2021.
