Description:
The Integrated Early Years Service at London Borough of Tower Hamlets wishes to commission suitable provider/s to deliver a Locality (cluster) based Parent and Infant Wellbeing Service to build on the work and success of the pilot project, Better Beginnings.
This will involve appointing a Parent and Infant Wellbeing Coordinator who will recruit and supervise a team of volunteer peer supporters to provide support for local parents and carers during pregnancy and the first year of the baby’s life. It will link closely with the children’s centres in each cluster to identify pregnant families and families with children born within the last 6 months and host an initial home visit to each of the identified and referred families to outline the support available and to signpost other support services and facilities available. For some of the families this would include having an agreed package of support from the projects volunteer peer supporters.
The provider/s will also be responsible for developing and delivering a training programme for the volunteer peer supporters for their cluster.
It is planned that there will be two Parent and Infant Wellbeing Coordinators each covering half of the Borough, either north or south. The Parent and Infant wellbeing Service can be delivered in both clusters by one organisation or by two organisations covering a cluster each. If the contract is awarded to two organisations, close communication and collaboration between the organisations will be expected.
The Council is committed to improving the quality of life for both residents and businesses within Tower Hamlets. In line with The Public Services (Social Value) Act 2012 the authority will consider how this procurement might improve the economic, social and environmental well-being of the relevant area. In order to achieve this, it is our objective to work with existing and future contractors to secure an appropriate level of community benefits through the procurement process. Detailed guidance and minimum levels of the economic and community benefit applicable to this tender will be available within the tender documentation.
The anticipated contract start date is: Monday, 07 May 2018

Organisations wishing to express their interest are requested to register on the London Tenders Portal (www.londontenders.org) where the tender documentation will be available for download. You may be required to complete a Selection Questionnaire (SQ).
The invitation to tender instructions and the specifications will be available as a public attachment allowing organisations expressing an interest in the project easy access of the main requirements. Full documentation requirements will be included within the evaluation questionnaire.
Organisations must ensure that access to the system is available to their representatives dealing with the contract. The council will not be liable for the lack of delegated access within the organisation and will not send any documentation regarding the contract, which shall be exclusively available through the portal.
Tenderers are responsible for allowing sufficient time to submit their ITT/SQ. The Council accepts no liability whatsoever for ITT/SQs that are not submitted due to internet connectivity issues, transmission delays or errors.
