<p><strong>4.1&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Information on Sheffield</strong></p>
<p>Sheffield is one of England&rsquo;s largest cities with a population of 560,100. Sheffield has grown from largely industrial roots to encompass a wide economic base. The city has two universities (with over 59,000 students) and is considered to be the greenest city in England &ndash; it is the only city to include part of a national park, the Peak District, within its city borders.&nbsp; Sheffield is the only core city with one third of the city situated within the Peak District National Park.</p>
<p>The Council employs c8,000 people across three portfolios:&nbsp; Resources and Policy, Performance and Communications (PPC), People and Place.</p>
<p><strong>4.2&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Project Details and Requirements</strong></p>
<p>The Website and Intranet Replacement Project has been formed to re-platform the Council&rsquo;s existing Content Management System (CMS) which hosts the customer website and staff intranet.&nbsp; The re-platforming will be to a Drupal cloud-based content management and hosting solution, away from the existing Adobe Experience Manager (AEM) platform.</p>
<p>The Council is looking for an implementation and hosting partner who can help us to re-platform the existing functionality in a new Drupal environment and then provide support for it.&nbsp; The partner will need to have a strong track record in flexible digital solutions within the public sector and/or local government.</p>
<p>Sheffield City Council currently use the Adobe Experience Manager (AEM) platform for the customer website, staff intranet and online forms. This platform has been in place since 2016 and has been significantly customised by the Council&rsquo;s Digital Services Team (DST).&nbsp; The Council will maintain this solution until we can source and deliver a new Drupal solution that meets our strategic future needs.</p>
<p>The project is being delivered in the following phases:</p>
<p><strong>Pre-phase</strong> - To assess solution options, gather the High-Level Requirements (HLR) and produce a business case for the recommended approach.&nbsp; This phase includes this soft market test, which will enable the project to get a sense of what potential partners can offer in relation to our HLR, provide us with some indicative timescales and indicative costs.</p>
<p><strong>Phase 1</strong> &ndash; To finalise the detailed functional, non-functional, and testing requirements and complete the procurement exercise, where we select the chosen implementation and hosting partner.&nbsp;</p>
<p>The migration and build delivery activity will also happen in Phase 1 and will deliver:</p>
<ol>
<li>A successfully replicated customer website, staff intranet and online forms process which retains all of its existing as-is functionality and user experience.</li>
<li>A fully supported, managed and secure cloud based hosted solution.</li>
<li>A platform which enables future capabilities, through being able to add additional features that help to fulfil the Council&rsquo;s collaborative and strategic ambitions.</li>
</ol>
<p>In section 5 of this document, there are several questions that will enable us to understand your products and services better.&nbsp; Once we receive your responses via the YORtender portal, we may invite you to a 121 discussion where we can clarify anything further with you. This will enable us to review our current requirements and determine any gaps we may have or any functionality or opportunities that we are not aware of.&nbsp; &nbsp;We would also like to understand if some of our requirements are unattainable.</p>
<p>The Council want to gain an understanding of how much the secure hosting services, re-platforming and development work might cost and the range of prices and service models available. &nbsp;We would like to have the set-up costs and ongoing costs separately, this way we can ascertain the potential budget required accordingly.</p>
<p>The financial information provided under this question will only be used to enable us to establish the level of internal approval required and to understand the budget requirements better.&nbsp; This will not be shared or used within the actual tender or procurement process.</p>
