ASC0206 - Mental Health Wellbeing and Recovery Services

Leicester, Leicestershire and Rutland (LLR) Clinical Commissioning Groups and Local Authorities Leicester City Council, Leicestershire County Council and Rutland County Council (the “Authority”) are jointly commissioning innovative locality based services, to develop supportive mental wellbeing communities and help individuals with mental health needs to stay well and live full lives.

To build mental health wellbeing and recovery within local communities through the provision of information, advice, navigation and community recovery services, working in partnership with other providers and mainstream resources.

The service provider will:

a) Increase understanding of common mental health disorders across local communities and raise awareness of sources of support, with the purpose of challenging the stigma and discrimination associated with mental illness.
b) Provide support to people experiencing mental health distress who require advice and information on mental health and wellbeing services in the locality.
c) Enable individuals to maintain and improve their mental health wellbeing, or recover from mental illness, through better use of community resources.
d) Promote independence by building individuals’ emotional, social and economic wellbeing, through better access to self–help strategies, peer support and mainstream services.
e) Become an integral part of the wider local mental health and social care system, developing effective relationships with and pathways into existing services.

Locality services will support a shift to wellbeing (resilience) rather than a response to illness. They will give people the information, power and control they need to stay healthy, manage their wellbeing and choose their own care.

In addition to direct funding under this contract, the provider will be expected to raise external funding (e.g. from private sector, community grant making organisations or from LLR health and social care commissioning outside this contract) in order to:
a) Provide added value and
b) Ensure a meaningful link is formed between mental health and social care services and the wider community (e.g. local businesses, community organisations).

The proposed Agreement will be for 3 years with an option to extend the contract beyond the initial term by a further period or periods of up to (2 years) by giving at least 3 months’ written notice to the provider.

It is anticipated to award each lot to a Provider as follows:
Lot 1&2-Leicester City East & West, Lot 3-Charnwood, Lot 4- Hinckley & Bosworth, Lot 5-NW Leicestershire, Lot 6-Blaby, Lot 7-Oadby & Wigston, Lot 8-Melton, Lot 9-Harborough, Lot 10-Rutland County

Leicester City Council is leading the procurement exercise on behalf of all the parties; each local authority will enter into a contract or contracts with the successful tenderer or tenderers for its relevant lots. It is intended that the contracts will be in substantially the same terms, subject to some variation according to local need.

The procurement for this service is undertaken in accordance with Directive 2014/24/EU Article 74 Type of services – Health and Social Services. Joint Social Care and Health Provision of Mental Health Resilience and Recovery Services fall under the ‘light touch’ regime of the Public Contracts Regulations 2015.

In addition to the opportunity to raise questions in writing as set out above, the Authority will hold a Tender Information Session. Any potential Supplier is invited to attend this session to ask questions about the proposed Contract and associated procurement process.
