Description
Waltham Forest Council is embarking on a large transformation programme that will refocus its relationship with communities in Waltham Forest, and develop a new approach to supporting communities and catalysing community activity.
The Connecting Communities programme has now been supplemented by Waltham Forest’s selection as an Integration Area pilot by the Ministry of Housing Communities and Local Government (MHCLG).
We are looking for someone to work with us to develop a highly engaging campaign strategy and to demonstrate how this will be delivered with the people of Waltham Forest; increasing their social capital and community empowerment.
This won’t be a traditional campaign, we want to include unusual ideas and create a series of ‘wow’ moments that grab people’s attention, encouraging people to think and act differently.
The campaign must:
• Connect communities: make people feel they are part of something bigger, increase awareness of existing community activities and initiatives.
• Inspire people to act: this could mean random acts of kindness, taking part in volunteering or simply talking to neighbours more often.
Inspire community leadership: we want to make it as easy as possible for residents to lead positive change themselves; enabling communities to develop and deliver ideas that make Waltham Forest a better place to live.
Create a shared sense of identity: demonstrate what it means to be Waltham Forest, highlighting that everyone who lives and works here has a link to each other regardless of background.

The strategy will need to consider:
• Key audiences and audience insight
• The key messages by audience and overarching narrative
• Campaign strategy
• Implementation including channels, tactics, design and branding
• The timetable for roll out
• How campaign success with be monitored and evaluated
• The resources required for implementation
Responding to the brief

Bidders are expected to set out your initial proposal for the development of the strategy and (no template is supplied for this, please use your own format) advise of your approach, relevant experience, timescales and costs for the production of a communication strategy for our Connecting Communities Programme.
