NOTICE THAT THE PROCUREMENT HAS BEEN ABANDONED

The Authority has considered the representations made by bidders and reflected on its position in relation to time-scales and the contractual arrangements for these services.

The Authority has therefore decided to abandon the current Procurement for the following reasons:

1. A number of clarifications questioned the suitability of material clauses of the Authority’s standard terms and conditions. This may have resulted in higher tender prices or a reduced number of bidders.

2. The Authority had insufficient time to develop bespoke terms and conditions due to current contractual deadlines.

3. The time-scale to allow bidders to submit bids for potentially five lots proved insufficient even though it exceeded legal requirements.


The Authority does not accept liability in respect of any loss that a bidder may claim to have suffered in preparing its bid or engaging in the Procurement or otherwise.

We would draw your attention to A1.19 of the Invitation to Tender (set out on page 5):

“The Authority reserve the right to:
A1.19.1 cancel the procurement process at any stage; …”

We will publish a notice for additional information in the Official Journal of the European Union confirming our decision to abandon this Procurement.

We recognise that this decision to abandon will be met with some disappointment. The Authority is currently considering its procurement options including exploring available Frameworks with a view to progressing this further in the New Year.
