<p>Cambridge City Council and South Cambridgeshire District Council (the Councils) are producing a joint piece of work which will cover the combined area of these local authorities. The Councils are seeking suitably qualified supplier to provide a hosted geospatial analytics platform (and associated services) for digital engagement. The hosted system will be a turnkey, commercial, off-the-shelf solution capable of being deployed quickly (no later than the 31/1/22), we also expect the supplier to work with us to carry out the wider aims of this research project. The purpose of the system is to enable us to carry out a discrete research project. Our objective for the pilot is to capture and geolocate comments that fall outside the normal realms of formal public engagement so that we can assess and visualise priorities of local communities, whilst reducing barriers to engagement. Our pilot project seeks a platform (and associated services) that can capture public comments and sentiments around place-making and our recent &lsquo;first proposals&rsquo; consultation. These are comments &lsquo;in the wild&rsquo;, i.e., social media, blog posts or articles, that could provide us with useful insights but don&rsquo;t get picked up in the formal consultation process. The collected data can then be analysed, assessed and geolocated to get new insights into communities&rsquo; sentiments and issues that are important to them. We would also want to be able to use this data to visualise priorities geographically so we can understand the interlinking goals/objectives/issues of various communities. To facilitate this project, we&rsquo;re looking for a supplier to provide us with a hosted platform that can capture comments from social media, run various type of analytics, geolocate these comments, and visualise in an accessible format. Where the prospective supplier cannot meet all these requirements, we would like detail on how they&rsquo;ll overcome this (i.e. partner with other platform providers, add functionality, develop/provide manual services to address etc). A specific service requirement we would like all suppliers to consider is the incorporation of service design/user research expertise as part of the team to help us design the process around carrying out the wider task. System will need to have the capability WAC.2; (Accessibility). To prove that the system is in existence, we require at least 3 instances of it being used to demonstrate that its capabilities exist. These should be linked back to references. Ways of working &ndash; we expect the supplier to work closely with our in-house digital team. We expect majority, if not all, of this work to be carried out remotely. The supplier will be expected to collaborate and share their learnings on the project alongside the internal team during show and tells.</p>
