Description
The London Borough of Hackney - and on behalf of The City of London - Public Health Service is pleased to invite bids from organisations able to evidence the necessary experience, skills and abilities to deliver the Childhood Obesity Service, for children and their families. The contract will be split into x2 Lots which are outlined below.

Lot 1: 0-5 Healthy Eating and Obesity Services: Universal Service with targeted provision, targeting those with the highest needs, based on local health and population data. Services will be delivered across all areas of Hackney and the City of London in Children’s Centres and other appropriate venues. This will include workshops on various topics of healthy weight for families with young children, supporting Early Years settings. Also included is a 0-5s Targeted Provision for support of families of 2-4 year olds for healthy eating practices and tailored support for children with the highest needs. The maximum price per annum for Lot 1 is: c.£200k.

Lot 2: 5-19 (25 SEND) Healthy Eating and Obesity Services: Universal and targeted Service, targeted at those with the highest needs, based on local health and population data. Services will be delivered across Hackney and the City of London in schools, community venues and other appropriate venues. This will also include a training and education model for professionals and a targeted provision for children and young people who identify as being overweight or obese from the NCMP collected data. The maximum price per annum for Lot 2 is: c.£180k.

The successful Provider will be able to evidence how they can build on existing successes and current good work around identification, prevention and responding to the health needs of children and young people, and their families. The successful Provider will be required to maximise face to face contact, delivering this at the right time and enabling families to achieve their optimum level of health, thereby reducing health inequalities and having a profound impact on the lifelong health and wellbeing of children.

The contract term for this service will be two years, with an option to extend for up to a further three years (1+1+1) subject to funding and satisfactory performance.

The Council will be carrying out a restricted tender process, whereby interested Providers will have to pass a Selection Questionnaire before being invited to tender. Please note that eligibility criteria includes turnover x2 the annual value of the contract, strong safeguarding and clinical management practice. The Council anticipates that TUPE will apply for this tender.
