Leicestershire County Council Facilities Management Contract

The Council is undertaking a procurement exercise to appoint a supplier for FM services to its entire corporate property estate across Leicestershire. This ‘Corporate Provision’ is funded via the Council’s own internal budgets.

The procurement exercise is also being undertaken to appoint a supplier of FM services for the Council’s external customers (e.g. schools, academies, district councils, police forces, fire brigades etc.) The Council effectively trades these FM services to generate income and this ‘Traded Provision’ is funded via the individual budgets of the external customers. These external customers are located within Leicestershire and the East and West Midlands.

An important feature of the Contract is the requirement for the supplier of FM services to support the Council in joint bidding and tendering for external contracts in both the East and West Midlands. In these situations, the Council and supplier of FM services would each be responsible for providing prices in respect for the elements of service they each would be providing to an external customer. As an example, the Council would be responsible for the account management aspect, financial billing etc., and the supplier of FM services, the operational delivery.
