Description
Manchester City Council (‘the Council’) is looking to procure contracts for Royal Mills Commercial Estate. This requirement is split into 3no. Lots: (1) Property Management, (2) Lettings (Real Estate Agency Services) and (3) Lease Consultancy.

Royal Mills Commercial Estate comprising of Royal Mill, Paragon Mill, Old & New Sedgwick Mills, Fairbairn Building, Nuovo A & Nuovo B was purchased by Manchester City Council in 2017 as part of the wider Ancoats Estate acquisition from Homes England. In 2019, a further acquisition was made by the Council of the remaining commercial long leasehold within Old & New Sedgwick, namely the Courtyard aka the Business Centre.

- Freehold: MCC
- Headlease (999 years): RM Developments Ltd
- Commercial Lease (998 years): MCC
- Royal Mill Business Centre Lease (150 years): MCC
- Numerous commercial sub-leases from 2-25 years

The Estate is a mixed-use development of both refurbished former mill buildings and new build properties. The Services to be provided are in respect of the Commercial elements of the Properties only.

This Procurement is being conducted in accordance with the Procurement Act 2023 and Procurement Regulations 2024, using the Competitive Flexible Procedure. The documentation published with this opportunity describes how the procurement will be conducted, including details of the associated procurement timetable and award criteria (for both participation and tender) and how to respond to this opportunity.

Suppliers are strongly encouraged to read the documentation including the appendices and all other documentation published as part of this Invitation to Participate and Invitation to Tender (draft) before preparing their submission, as failure to comply with the information in the documentation may result in exclusion from the Procurement and/or the rejection of any submission.

The process comprises an initial Invitation to Participate (ITP) stage which will require applicants to complete a Procurement Specific Questionnaire (PSQ), containing both pass/fail and scored elements.

Applicants will be ranked using the award criteria provided in the ITP and the highest scoring applicants for each individual Lot will be shortlisted. Shortlisted applicants will then be invited to an Invitation to Tender (ITT) stage which includes at least 1no. dialogue session/period. Following conclusion of the dialogue session/period, the ITT may be amended accordingly in line with the documentation forming this procurement exercise and any applicable procurement law (as previously highlighted). A final revised tender will then be sent out to those bidders shortlisted from Stage 1.

If you do not meet the requirements of the PSQ and/or are not shortlisted at Stage 1, you will not be invited to dialogue sessions or to provide a submission at final revised tender stage and will be notified that you have been unsuccessful as soon as practically possible after Stage 1 (ITP) has concluded.
