To support this, we are looking to understand how the market has progressed in this area.
Potential suppliers are encouraged to contact us by noon on 11th January 2019 to advise on the capablility of current products that meet the requirements highlighted below. This will enable us to ensure that we issue an output based opportunity to tender in Spring 2019 that can realistically be met by the market. Suppliers are advised that any engagement shall be undertaken fairly and transparently to ensure an equitable future procurement process.
Kent Fire and Medway Towns Fire Authority requires an “off the shelf” software product which can be utilised and interrogated by its users to assess existing and alternative emergency cover models.
1. The software product must have the ability to accurately assess existing and alternative emergency cover model provision against performance standards based on:
• Integrated Transport Network travel times
• historical workload data
• varying levels of resource e.g. Availability, Shift Patterns
• Vehicle Type
• Incident Type
• User defined response times
• Response lag times
• Population capture – existing and projected
2. Provide the facility to model the addition, removal or relocation of response locations and predict optimum locations using a range of different scenarios and criteria.
3. The ability to model alternative crewing arrangements by varying patterns, time of day and reaction time. This should include the ability to plan varying levels of availability across a number of weeks.
4. Inbuilt flexibility to alter parameters such as response times, incident type, vehicle type, response criteria and road speeds to suit local needs or test theories.
5. The ability to provide routing information and route timings using the Integrated Transport Network, to include one way streets and motorway access points and identification of road types and length.
6. The ability to simulate demographic changes in the county based on known or anticipated levels of local development. This should include the ability to manipulate population density and projected demand.
7. The ability to alter, amend and manipulate the Integrated Transport Network to facilitate the simulation of response to anticipated new developments or infrastructure change.
8. The ability to conduct geographic and spatial queries against the Integrated Road Network and user defined areas.
9. A visual representation of results in the form of maps, charts and infographics which can be readily understood by the non-system user to interpret results. This should include the ability to share or publish results across a variety of audiences.
10. Statistical and Tabular formats of results which allows users to outputs by looking at the resource allocation and demand against different levels e.g. Service level, Station level, Vehicle level.
11. Regular and straightforward updating processes for key system components.
12. A data export which is compatible with other information tools and GIS systems.
13. The product to support as a minimum the following file formats:
• .csv (Comma Separated Values)
• .txt (Text file)
• .xls (Excel file)
• .xlsx (Excel file)
• .shp (Shape file)
• .mid (Spatial Data Storage)
• .mif (Spatial Data Storage)
• .dbf (Database file)
