Service Provider Engagement Event: Public Service Reform and Sheffield Outcomes Fund

Public sector organisations in Sheffield are working together on a programme of work – Public Service Reform – to improve how public services work in the city. We are interested in how we could get better outcomes for people in the city. We are focussing on changes that will require the leadership of at least two public agencies in the city and that are associated with enabling people to lead long, healthy lives; education and employment; and empowering citizens to be responsible and independent.

Alongside considering ‘customer-facing’ changes that we may want to make, we are also considering different models of funding and are developing a proposal for a Sheffield Outcomes Fund, whereby public agencies would raise a significant, one-off fund; and i) publish a set of outcomes that local public commissioners want to target; ii) a price (or range of prices) that local commissioners would be prepared to pay for those outcomes; iii) use this fund to stimulate the development, delivery, and financing – using external sources of finance, including social finance – of a set of innovative business cases in pursuit of those outcomes.

The Sheffield Outcomes Fund will likely target up to four different policy areas – and there may be multiple business cases for each policy area. These include:

• Mental health – improving outcomes for people living in mental health accommodation
• Mental health trauma – improving support and outcomes for people with symptoms of post-traumatic stress disorder
• Long term conditions – better outcomes for people with multiple long term conditions, including COPD and frailty
• Communicable diseases – improving diagnosis of and support for people with diseases such as HIV, TB and Hepatitis
• Adults with complex needs –better support for people with severe and multiple needs, including complex alcoholism, mental ill-health, homelessness, involved in crime or antisocial behaviour
• Young People’s Services – better outcomes for young people who might otherwise disengage from the employment or education system; experience homelessness; drugs or alcohol misuse; crime or antisocial behaviour.

Our intention with the Sheffield Outcomes Fund is to stimulate innovative providers and funders to work with us and introduce or expand innovative models of service delivery to improve outcomes. Given our expectation that social finance would be a feature of this work, we are planning to host a supplier engagement event on January 22nd to raise awareness of the work we are doing and preparedness of providers to work with us on this basis. This will be an opportunity to find out more about public service reform, the Sheffield Outcomes Fund; social investment; and outcomes based commissioning.

The event is intended for service providers operating in the policy areas indicated above. It is not for advisory organisations, or for social investors.

• who will attend from your organisation (or if you don’t know, how many people you plan to send). Due to constraints on room space, a maximum of two representatives may attend from each organisation.
