Small Value Surfacing Framework

Cumbria County Council is responsible for the strategic local services within Cumbria. The Highways team within the council is responsible for over 7,300km of road; comprising:
• 679km of A Class Roads (Primary Route Network);
• 2,910 km of B and C Class Roads (Non- Primary Route Network);
• 3,774km of Unclassified roads.

A new surfacing framework is currently awaiting approval to award for the larger surfacing schemes. This will establish three area based contracts to deliver these schemes for up to three years. The contracts specifically exclude smaller surfacing and patching schemes. The intention is that these schemes will be delivered through a new framework involving a range of smaller surfacing contractors spread around the County. The aim is to strengthen the depth of local provision and procure the work from the most appropriate and efficient suppliers.

This framework will deliver the smaller surfacing and patching schemes that are excluded from the new core surfacing contracts. Surfacing schemes will generally be less than 250m2 in continuous surface area and work package values are generally expected to be less than £50,000.

The framework may also be used to provide top up resources to supplement the core surfacing framework in times of peak demand. Work may also include small value civils and drainage schemes.
