Urban Transport Management and Control (UTMC) Common Database
Main contract details
Swindon Borough Council (SBC) invites expressions of interest from suitably qualified and experienced service providers for the provision of a Common Database for an Urban Traffic Management and Control system (UTMC).
Project Description
The Swindon UTMC aims to facilitate consistently moving traffic and reliable journey times during peak periods, and to ensure that key junctions are not over-capacity and all available highway space can be utilised. The UTMC system will be able to formulate strategies by analysing live data such as vehicle position, passenger numbers and journey time information. The system will comprises four key elements, linked via a common database:
- Common Database;
- Journey Time Measuring System (JTMS) and communications network;
- Traffic Signals Compatibility upgrades; and
- Variable Message Signs (VMS).
Common Database: A Cloud-hosted system will support the Common Database, which will be central to the UTMC scheme. It will offer an effective method for improving the monitoring and management of networks (such as traffic signals and VMS) through data and automation, to help manage and improve traffic conditions.
Tenderers should be aware that delivery of the whole Swindon UTMC scheme is subject to budget confirmation from the Swindon & Wiltshire Local Enterprise Partnership on 22nd July 2020.

To participate, Suppliers will need to Register as a Supplier with ProContract, www.supplyingthesouthwest.org.uk, then Register an Interest before obtaining access to the tender documents. Contract Period
The contract will be initially for a period of 42 months commencing August 2020 with the option to extend for a further 24 months as per the contract terms and conditions.
