<p>Title: SS14 142 - Older Persons Residential Care, Nursing Care and Respite Care services Advertisement Description The Provision of a Dynamic Purchasing System Framework (DPS), for Older Persons Residential Care, Nursing Care and Respite Care services This opportunity is open to Providers of all or any of the following: Lot 1 CQC Registered Residential Homes or “care homes without nursing” for the provision of Long Term, Short Term and respite care services Lot 2 CQC Registered Nursing Homes or “care homes with nursing” for the provision of Long Term, Short Term and respite care services Lot 3 Providers of Bariatric care services Lot 4 Call off Block contract for the provision of multiples of 2 beds for short term Respite care services across Kent Lot 5 Residential care home providers able to offer ‘day’ services Kent County Council (the Council) is the largest local authority in England covering an area of over 3,500 square kilometres. It has an annual expenditure of over £1bn for goods and services and a population of 1.4m. The Council provides a wide range of services on behalf of its residents, operating in partnership with 12 district councils, 289 parish/town Councils, eight Clinical Commissioning Groups and the NHS. The Council has recently published its five year Strategic Statement, Increasing Opportunities and Improving Outcomes, (http://www.kent.gov.uk/about-the-council/strategies-and-policies/corporate-policies/increasing-opportunities-improving-outcomes). This strategy is focused on the delivery of our vision statement to “improve lives by ensuring every pound spent in Kent is delivering better outcomes for Kent’s residents, communities and businesses” through our achievement of our core outcomes. The Council, through this DPS framework contract, seeks to ensure that the older persons residential and nursing care market within Kent remains sustainable and that there is and will be a range of appropriate accommodation available for all adult social care clients. The Service shall deliver a 24 hour, 365 days (366 each leap year) Residential and Nursing, long and short term care environment for older people, usually over the age of 65, which will be dependent on their individual needs. This service will assist the Council in meeting its key strategic outcomes: - 'Older and vulnerable residents are safe and supported with choices to live independently’ - ‘To provide effective and high quality Residential and/or Nursing care for older persons’. The outputs to be achieved by the service are: - A positive experience from the personal care and living environment. - Improving Health and Wellbeing. - An ongoing high quality of life. - A maintained independence and reduced need for Care and Support. - Personal Dignity - Choice and control. - Safe environment. - Freedom from Discrimination and Harassment. The Council are inviting Expressions of Interest from CQC registered providers for the provision of Older Persons Residential, Nursing and Respite care services. The contract will be open to the following Public sector organisations: - NHS Ashford CCG. - NHS Canterbury and Coastal CCG. - NHS Dartford, Gravesham and Swanley CCG. - NHS South Kent Coast CCG. - NHS Swale CCG. - NHS Thanet CCG. - NHS West Kent CCG - South East Commissioning Support Unit (SECSU) - Medway CCG - Medway Council - Kent &amp; Medway (NHS) Partnership Trust Joining the DPS will be the only way to access the Council’s current guide prices. Such access requirements will apply to both new and current Council Providers. Key Submission Dates This Dynamic Purchasing System (DPS) Framework contract opportunity opens weekly on a Tuesday morning and closes on a Monday evening at 22.00. Please note that a new round is published every Tuesday and therefore if you miss the current round you will be able to apply for the following week’s round. Providers who are already on the DPS, do not need to take any action or to reapply each week. The expected duration of the contract is 04 April 2016 – 31 March 2020 with two extension options of twenty four months. Tendering Process This will be a one stage process. Stage 1 – The Expression of Interest and Invitation to Tender stage. If the potential Provider wishes to apply then the tender documentation is available via the Kent Business Portal (www.kentbusinessportal.org.uk). The documentation will need to be downloaded and submitted back to the Council via the Kent Business Portal. Providers are required to submit the following documentation in applying to join the Older Persons Residential and Nursing DPS: - Mandatory Selection Criteria - Schedule 2 - Pricing Schedule - Schedule 7 - Commercially Sensitive Information - Schedule 9 - Sanctions &amp; Escalations Process - Schedule 10 - Signed Parent Company Guarantee (if applicable) - Appendix B Quality &amp; Capability Questionnaire - CQC Registration Documents - Latest CQC Inspection Reports Providers who have not submitted the above documentation, cannot proceed to evaluation until they have provided the documents required. Tendering Schedule The Council will proceed to evaluate all responses received from providers and will aim to award a contract to all successful providers within 15 calendar days (pending clarifications). Please note this may take longer due to demand and resource.
