Description
Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers for the provision of the following work items:
I. Creating a right-turn for Swindon Road traffic turning onto Hay Lane using one signalised junction
II. Constructing a new signalised junction for traffic joining Hay Lane from J16
III. Upgrading of existing traffic signals on Lydiard Field junction and gyratory of M4 junction 16
IV. Widening the M4 westbound off-slip to four lanes
V. Widening the M4 eastbound off-slip to four lanes
VI. Widening the circulation carriageway on the Great Western Way approach, and suitable modifications to all other junction approaches
VII. Modifying and relocating road signage and road markings to suit the final carriageway location and configuration
VIII. Creation of traffic signal interchange on southern side of gyratory.
IX. Installation of new, modifying and relocating existing road signage and markings to suit the final carriageway location and configuration.
X. Replacement, repair and modification of surface water drainage systems to suit the final carriageway location and configuration, including buried crated systems, flow control and defenders.
XI. Provision for new and diversion of existing statutory undertaker’s apparatus.
XII. Replacement and relocation of street lighting and electrical apparatus.
XIII. Replacement and modification of vehicle restraint systems
XIV. Provision of all necessary works and improvements required to safely manage traffic through or past the works, including speed cameras, widening, liaisons with external bodies etc.
XV. Construction of embankments

Project Description

The M4 Junction 16 is a major strategic link in the highway network, and provides a crucial link between Swindon, Wiltshire and the M4 corridor. It will also serve two of the four key links to the major housing development at Wichelstowe, to the south of Swindon.
The scheme is a requirement of the Wichelstowe development, and must be complete before the 1100th occupation.
The scheme has been designed by Peter Brett Associates and the Employer is now seeking a contractor to undertake its construction. The successful tenderer will also take on the roles of the Principal Contractor and Principle Designer under the Construction (Design and Management) Regulations 2015.

Contract Period

The contract duration is expected to be up to 3 years to allow for both the construction period and the maintenance period.

If you require any clarifications on the PQQ, please submit these by 25th February 2016, 12.00 GMT. Deadline for PQQ return is 2nd March 2016, 12.00GMT

Tender Responses are required to be submitted no later than 21st April 2016, 12.00GMT by hardcopy to Swindon Borough Council only (refer to the Invitation to Tender document)

The Council’s responses to these clarification questions will be uploaded as attachments on the project webpage attachments section. Therefore it is the Contractor’s responsibility to check the site regularly for updates to clarifications, as you will not be advised when updates have been made.
