Provision of Transport, Storage and Distribution of School Meals to Jersey Primary Schools

The provision of hot meals to identified Primary Schools is a high priority policy of the Government of Jersey . Due to the specific requirements of individual schools, meals will be provided through a combination of local and off-Island suppliers. The on-Island supplier will not require storage or delivery support. This tender, therefore, relates to meals provided by the preferred off-Island supplier(s) only.
The preferred off-Island supplier will provide frozen meals for regeneration at schools and is located in the UK. The provision of meals from that supplier is the subject of separate contracts, which covers the supply of frozen meals, their delivery to a port of departure in the UK and transport to Jersey.
A second stage in the process requires transport and storage of frozen meals at a third-party location in Jersey and delivery of meals to schools on a pre-determined rota, which is tailored to the specific requirements of each school.
A pilot project is currently in operation while works take place at schools to provide the required facilities for onsite meal storage and regeneration. It is anticipated that works at the majority of schools in scope will be completed by the start of the autumn term 2024, with all schools operational by the end of the autumn term 2024.
This opportunity will be for the 1) storage and distribution of frozen meals to 17 Primary Schools in Jersey from the autumn term 2024 (term commences Tuesday 3rd September 2024 although food will need to be received into storage in advance of this date) and or 2) the shipment from UK Port to Jersey and then the storage and distribution of frozen meals to 17 Primary Schools in Jersey from the autumn term 2024 (term commences Tuesday 3rd September 2024 . The new contract is expected to commence in September 2024 and after a pilot/trial period would conclude in July 2028. Interested parties can bid for shipment ex UK south coast depot to Jersey, storage and distribution on island or they can bid for the storage and distribution on island ( i.e. collection from transport provider Jersey depot to their store) .
There will be a requirement to hold one week’s frozen food supply and a further one week’s buffer stock on a permanent basis. It is estimated that the weekly requirement is for 17 pallets, therefore the total minimum stockholding is for 34 pallets (17 + 17). ( These figures are indicative of requirement when all GOJ schools are operating school meals programme.
The successful supplier will need to work in collaboration with the manufacture and CYPES to manage to manage stock levels. The supplier will be responsible for stock rotation and manging stock use by/ best before dates.
Deliveries of frozen food to schools will be either weekly or twice weekly depending on the schools on site storage capacity
