Pre Purchase Agreement for Home Care

Please note this Agreement will replace the Interim Pre Purchase Agreement for Home Care (DN378907) in place from 22 March 2019 until 31 March 2020

Through the development of the Neighbourhood Model, homecare provision in York will be split into three Neighbourhoods – North, East and West. As of April 01 2020, homecare for each of the Neighbourhoods will be based on a two tier system of Key Partner Provider, underpinned by a Framework of providers with Pre Purchase Agreements in place. People looking for long term home care will be referred in the first instance to their Neighbourhood Key Partner Provider. If the KPP is unable to meet the Councils requirements then the referral will go to providers on the Framework for that Neighbourhood.

This document relates to the Pre Purchase Agreement for Homecare.

The service will - -

• Be available to all adults aged 18 years and over who live within the City of York Council boundaries and have been referred to the Service by Adult Social Care (ASC).
• Be delivered in the main in the Person’s own home (including community based settings such as Independent Living Communities), but also in the community where it is appropriate to enable the Person to achieve their agreed outcomes.
• The provider will be registered as a Homecare Agency with the Care Quality Commission, providing personal care prior to commencement of this Agreement and have a registered manager in post for the full duration.
• Whilst provider’s registered location can be within a reasonable distance of the City of York Council boundary, they will be expected to demonstrate a good working knowledge of the City’s health and social care system and the Neighbourhood they work in how they will provide support for staff, and a timely and responsive service for people using the service.
• The service will operate from 7.00am to 10:00pm, 7 days per week, and 365 days per year at times determined by the needs of the People.

The Frameworks will be open to new applications from December 2019 to 31st March 2020 initially. Further openings for new providers to apply to join the Frameworks will be kept under six monthly review thereafter (September and March ) to ensure providers have the best chance of becoming established/retaining staff alongside balancing our responsibilities of ensuring choice and diversity in the market. Open periods for subsequent new applications from new providers for the Neighbourhood Frameworks will be published through Yortender.
The PPAs will be in place for four years from the start date of 01 April 2020, unless varied or terminated in line with the Agreement

Providers can apply to join all three Neighbourhood Frameworks. Inclusion on the Neighbourhood Frameworks does not infer or guarantee any level of business. The Council will be seeking best Value for Money from any rates submitted by Providers looking to join the Framework, and as such preference will be given when allocating any new business not picked up by the Key Partner Providers to Framework providers whose rates are on or below £19.50 hr.

Providers may submit an application to join a Neighbourhood Framework alongside a bid for Key Provider in the same Neighbourhood. Where providers have submitted a bid for the Key Provider in that Neighbourhood, the Framework rate submitted may not exceed the fixed hourly rate submitted in that bid.

• Name of organization
• Registered address
• Email address and telephone number of your primary contact.

All providers will need to submit audited annual accounts, with copies of any additional records /documents requested as required e.g. where providers have a current Interim Pre Purchase Agreement for Homecare in place, ensuring we have the latest version of insurance, BCP etc. on record

In addition to submission of audited accounts, Providers who do not have a current PPA in place will need to be able to provide as a minimum confirmation of registration with CQC and at least one Local Authority referee at the start of the due diligence process.

The Council reserves the right to not progress applications for the Frameworks if the provider is not fully compliant with CQC (Good or Outstanding overall).
