Description
Erewash Borough Council (the Council) will shortly be undertaking an open tender process to establish a single supplier contract for the provision of contingent workers. The purpose of the contract will be to provide workers primarily in the following categories:

Waste Services (kerbside collection of refuse and recycling)
• Driver Loaders
• Refuse Loaders.

Street Scene Services

• Mechanical Road Sweeping/Precinct Sweeping.
• Street Cleansing Operatives
• Cleaners.

Green Spaces
• Grounds Maintenance Operatives

Contingent workers may also be required across other departments within the Council on an ad hoc basis, such as Property Services, to undertake maintenance and repair services within the council’s own estate. Professional/administrative staff may also be required in different service areas from time to time.

The following priorities are identified within the Council’s Corporate Plan:

• A clean, safe and welcoming borough;
• Improved access to services;
• Delivering efficient and effective services that residents need;
• Creating opportunities for economic growth and prosperity;
• A well run efficient council.

In order to meet these aims and maximise social value, the Council wishes to consider how economic, environmental and social benefits can be integrated throughout this procurement process. This might include, but is not limited to, the following considerations:-

• Promoting the local economy through optimising the use of local recruitment and employment markets and supply chains;

• Contributing to the enhancement and conservation of local environments through carbon reduction, support for biodiversity, the careful use of resources such as energy and water and the minimisation of pollution and waste;

• Providing training and employment opportunities for local people who may find access to employment more challenging or who may be under represented in the workplace;

• Promoting personal, physical and mental well-being by enabling local people to work and make a valuable contribution to society through employment.

Comments and suggestions are therefore welcomed as to how the Council could maximise social value in the specification for delivery of this service. Comments are also welcomed on any other specific areas that the Council should consider when developing the specification for this contract.
