Description
St Helens Council has a requirement for an integrated and seamless service for the provision of a ‘0 – 19 Healthy Child Programme’ due to start in September 2016.

The successful Bidder will promote the very best health and care for children and young people aged 0 – 19 in St Helens, meeting local need through the provision of services at universal, universal plus and universal partnership plus in line with the requirements of the Healthy Child Programme (HCP), And
On behalf of NHS England the successful Bidder will provide a Childhood Immunisation service.
There will be separate contracts for these services. One contract with St Helens Council and one contract with NHS England.
The successful Bidder must agree to both contracts.
Interested Providers must meet the following criteria
• A commitment to encouraging and acting upon the voice of the child.
• Effective safeguarding policies, procedures and working practices and the ability to proactively identify and tackle neglect and child sexual exploitation.
• A sound economic/financial standing.
• Previous experience of delivering a service of this nature.
• Excellent clinical governance and an infrastructure which supports continuous professional development.
• Care Quality Commission (CQC) registration, as appropriate.
• CQC registration as appropriate for any relevant subcontractors / consortia members.
• An organisation whose core business aligns with the objectives of this contract.
• Electronic capability to securely and efficiently undertake a number of associated business and patient activities.
• Effective policies, procedures and working practices to help ensure secure and efficient management of data and information.
• Other criteria as detailed within the tender documentation and or as implied by legislation and custom.

The Tender is not being divided into Lots for the following reasons

At present, St Helens Council commissions 4 services delivering elements of the Healthy Child Programme. In this tender exercise we are seeking to combine these 4 elements into an integrated delivery model of healthcare services to Children and Young People aged 0-19, together with the NHSE immunisations service.
The benefits of this are:

•?That St Helens children, young people and families have a clear understanding of the service offer across their life course 0-19, with a clear HCP identity;
•?More effective management of transitions in children’s lives and minimise the number of “hand offs” in health services;
•?Realise efficiencies in the service provision whilst maintaining a focus on safe front line delivery;
•?Allow the successful provider greater flexibility, to develop a more blended approach with appropriate skill mix across the whole workforce;
•?Allow for the development of more innovative approaches to healthcare and to maximise the opportunities to learn from and apply successful practice across the service;
This is an exciting opportunity for the successful provider, whilst delivering against national expectations and standards, to work with commissioners to develop an integrated holistic health and wellbeing services supporting St Helens children and young people to get the best start in life, be happy, healthy and grow up with the life skills they need as they progress to adulthood.
