Description
Thanet District Council is seeking to procure the role of Design and Build Contractor for the delivery of Phase 2 of its Affordable Homes Programme 2015-2018; 14 new build residential dwellings across 3no. sites within the Ramsgate District of Thanet.

This contract shall be delivered on a Design and Build basis. The value of this contract is estimated at £2.7m.

All dwellings within this programme are to be built to the Decent Home Standard and HCA Requirements and shall be retained within the Council’s Housing Stock by the Employer and let promptly after Completion. Social landlord duties apply.

The dwellings to be delivered are a mixture of houses and bungalows on parcels of land currently or historically providing blocks of garages in established residential areas.

The scope of this appointment includes the full design and construction of new affordable homes and all associated external works, services, drainage (including any diversions), and landscaping. The appointment includes making applications to vary existing planning consents or previous materials approvals as required, discharge of outstanding planning consents and addressing all Party Wall Matters to allow works to proceed.

The Employer requires, as per Timetable in ITT Instruction document, first stage site activities (services diversions, excavations for foundations, as defined by the HCA), to be complete or underway by mid-March 2019.

Phase 2 units are to be delivered collaboratively in Sections, under a sealed JCT Design and Build Contract 2016.

The Contract is anticipated to commence upon 3 December 2018 and will continue to the end of Defects Rectification Period unless terminated in accordance with the Conditions of the Contract. The requirement is to commence works on site with the minimum of delay.

This procurement is an open tender process. All tenders will be accepted subject to the tenderer providing suitable responses to grounds for Mandatory and Discretionary Rejection and the attainment of minimum standards as set out in the Invitation to Tender document. Evaluation will be on the basis of criteria as set out in the Invitation to Tender document.

IMPORTANT INFORMATION: Suppliers should in first instance register themselves on the Kent Business Portal by following registration instructions. All procurement documents are attached to this notice and available for suppliers to download and complete according to instructions contained.

Completed tender documents must be submitted electronically via the Kent Business Portal by no later than 14.00 hrs on Monday 17th September 2018.
