The “Partner Authorities” – Tonbridge & Malling Borough Council and Tunbridge Wells Borough Council invites you to tender for the South West Kent Waste Partnership – Waste Services Contract 2019.

The Partner Authorities are renewing their arrangements for Recycling and Refuse Collection and Street Cleansing services and are now seeking tenders from suppliers for the following:

• Recycling and Refuse Collection Services
• Amenity Street Cleansing Services

Tonbridge & Malling Borough Council (TMBC) and Tunbridge Wells Borough Council (TWBC) have been working in partnership with Kent County Council (KCC) to identify and implement cost effective waste collection/processing/disposal and street cleansing services within their respective Administrative Areas. Whilst this Contract relates to the provision of collection and street cleansing services the purpose of the joint working is to minimise the combined WCA/WDA cost impact of waste collection/ street cleansing/ waste processing and disposal and improve recycling performance in so far as it is cost effective to do so.

With regard to street cleansing, this Contract also seeks to maximise the efficiency and effectiveness of the service across the Administrative Area whilst addressing the differing needs and priorities of each authority.

The Partner Authorities will award one contract for the above services to a single contractor across the two authorities for a term of 8 years with an option to extend twice; the first extension for either up to a further 2 or 8 years and the second extension for a period of up to 2 years but only if the contract has already been extended for 8 years.

The operational start date of the contract is different for each authority as detailed in the specification, with the first service commencement date being 1st March 2019 and the Contract coming into effect on that date.
