Health and Social Care Direct Payment Support and Associated Services

Plymouth City Council (PCC) in conjunction with NHS Devon are seeking expressions of interests from organisations who would be interested in providing Direct Payment Support and Associated Services.

The Direct Payment recipient will receive agreed funds via a prepaid card to arrange their care directly, promoting choice and control on how and who will deliver their care and support. Direct Payments should be used flexibly and innovatively as long as it is used to meet identified eligible care and support needs.

Plymouth City Council and NHS Devon support approximately x835 Direct Payment recipients:
• Adult Social Care: x631
• Children, Young People and Families: SEND x121
• NHS Devon: x83

Services in Scope
• Direct Payment Support and Advice: approximately x835
• Direct Payment Managed Accounts: approximately x331
• Direct Payment Support with DBS processing: numbers will vary with service requirements
• Direct Payment Payroll Services: approximately x310

Proposed Contract
The Commissioners intend to re-procure these services with a planned start date of Tuesday 30 September 2025. Contract period will be for 3 years plus 3 additional years in increments, with an end date subject to extension(s) of Monday 29 September 2031.

Current Annual Contract Value (based on 2023/2024 figures):
• Direct Payment Support service and advice £183,291
• Managed Accounts £37,085
• DBS support: DBS baseline cost as per service requirements
• Payroll and associated services £47,250
