Homelessness Supported Accommodation Services (HSAS)
Main contract details
The contract will bring together a number of existing commissioned services and new provision into a single, consistent commissioning approach, structured through multiple Lots aligned by geography, client cohort and service type. Services will be delivered by specialist providers and will support adults aged 18+ (including young people aged 18–25 and care-experienced individuals) who are homeless or at risk of homelessness and require structured support to access, sustain and move on from accommodation.
HSAS will provide trauma-informed, person-centred support within supported accommodation settings, focused on tenancy preparation, stabilisation, safety and wellbeing, and progression into independent living. The service model will combine individual accommodation-based support with group-based interventions, alongside coordinated multi-agency working.
The procurement seeks to:
- Ensure continuity of supported accommodation support services from April 2027;
- Improve consistency, quality and outcomes across the portfolio;
- Reduce repeat homelessness and rough sleeping;
- Reduce reliance on temporary and emergency accommodation; and
- Deliver value for money through a streamlined, outcomes-focused commissioning approach.
Contracts are expected to commence on 1 April 2027 for an initial period of two years, with options to extend (2 + 3 + 3 years), subject to performance and funding availability. The programme is funded through central government grant funding for homelessness, rough sleeping and supported housing.
Cornwall Council will undertake preliminary market engagement through a Supplier Event and a Soft Market Test (SMT), published via the ProContract e-tendering portal.
The engagement will involve an in-person supplier event on 10 June 2026, supported by the issue of background information, a draft specification and a structured SMT questionnaire. Suppliers will be invited to submit written responses via the portal by the stated deadline, with clarification questions managed centrally and responses shared to ensure equal access to information.
The process is designed to gather consistent market feedback on capacity, delivery models and commercial approaches, to inform the development of the procurement strategy and specification, and to support evidence gathering where competition may be constrained.
Participation is voluntary, will not confer any advantage in any subsequent procurement process, and does not constitute a call for competition.
