Description
<p>ESPO is working on behalf of Leicestershire County Council and Leicester City Council (the Customers) to undertake a procurement process to identify and appoint a number of Suppliers for supply and delivery/collection of roadstone, aggregates, topsoil, chippings, re-processing of chippings and premixed concrete.</p>
<p>Lot 1 - Supply and delivery/collection of asphalt, roadstone, aggregates, topsoil, chippings, re-processing of chippings and premixed concrete to Leicestershire County Council and Leicester City Council</p>
<p>Tenders are invited for a framework agreement allowing for the supply of asphalt materials, roadstone, concrete aggregates and topsoil materials, surface dressing chippings, aftercare of surface dressing chippings and premixed concrete for delivery within the County of Leicestershire/City of Leicester and/or collection of small loads by Leicestershire County Council/Leicester City Council.</p>
<p>This lot is further divided into 5 sub-lots and whilst essentially a direct award, call-off arrangement, it is also enabled for the use of further competitions.</p>
<p>- Sub-lot 1A - Asphalt materials<br>- Sub-lot 1B - Stone, aggregates and topsoil materials<br>- Sub-lot 1C - Surface dressing chippings (Leicestershire County Council only)<br>- Sub-lot 1D - Reprocessing of recovered surface dressing chippings (Leicestershire County Council only)<br>- Sub-lot 1E - Premixed concrete</p>
<p>ESPO shall monitor the financial stability of the awarded Suppliers during the period of the Framework Agreement by reference to credit ratings agency reports. ESPO shall obtain a credit score for the Suppliers on or before the Framework start date as a base score and where a significant change in the credit score is identified over the life of the Framework Agreement, ESPO reserves the right to investigate the reasons for this significant change and at its discretion, take appropriate action in liaison with Leicestershire County Council and Leicester City Council.</p>

<p>Note: This is a retender of 231_22 Asphalt, Aggregates, Premixed Concrete and Related Materials (the previous Advert having last been published on 21st January 2022 and closing on 21st February).</p>
<p>Changes to the previous documents are noted for reference, as follows:</p>
<p>ITT Part A</p>
<p>- Procurement dates have been updated throughout<br>- Service Specification / 1. Pricing - price adjustment mechanism has been removed<br>- Delivery of materials / f) - notice period has changed from 24 hours to 48 hours<br>- Delivery of materials / g) - the time window orders may be cancelled or amended has changed from up to 4 hours to up to 3:00pm of the working day<br>- Sub-lots 1A &amp; 1B / part b) small load charge - tenderers are no longer required to price 10 tonne loads<br>- Sub-lots 1A &amp; 1B / part c ) waiting time - tenderers are no longer required to price 10 tonne loads<br>- Sub-lot 1C - the estimated annual quantities of 55, 60, 63 &amp; 65PSV chippings in 6mm and 10mm has changed</p>
<p>ITT Part B</p>
<p>- Procurement dates have been updated throughout<br>- The sustainability questions (MS3, MS8 &amp; MS12) have been amended</p>
<p>Appendix C</p>
<p>- Sub-lots 1A &amp; 1B / part b) small load charge and part c) waiting time - instructions and tables amended to reflect the removal of 10 tonne loads<br>- Sub-lot 1D - The table has been amendment to reflect the requirement being divided out</p>
