<p>Cafcass tender of contracts for information and support to separated parents 1. Background The Children and Family Court Advisory and Support Service (Cafcass) currently commissions the Separated Parents Information Programme (SPIP), a course which helps parents to understand how to put their children first while they are separating - even though parents may be in dispute with each other. The course helps parents to learn the fundamental principles and practice of how to manage conflict and communication difficulties. Where a parent decides to make an application to court, one of the options available to the court is to direct the parents to attend a SPIP. Cafcass is usually asked to advise the court if SPIP is suitable for the parents Parents will not attend the same programme. The course is usually delivered in one four-hour session or two two-hour sessions to small, mixed groups of parents. Currently, SPIP is delivered online. Course content includes parent communication and the emotional effect of separation and being separated parents. 2. Current commissioning arrangements Cafcass currently commissions 13 providers to deliver the above model of SPIP across its 18 Service Areas. Contracts for delivery of this model are due to expire on 31 March 2023. SPIP is delivered to approximately 25,000 parents per annum. Providers are awarded payment per participant completing the course. 3. Tender for future information and support to separated parents This tender will reconsider the needs of separated parents in England and the delivery model currently in place, to design a future specification that delivers a modern service that delivers evidence-based outcomes for parents, social value, and value for money. 4. ProContract will be used to publish information and tendering opportunities relating to this procurement. Bids will only be accepted through this system. Upon registration of interest in market engagement activities parties will be sent further information including joining information. These events will be held virtually. Cafcass intends to re-procure their commissioned service for use in family court proceedings in support of families experiencing divorce and separation. Cafcass is seeking feedback from interested suppliers and stakeholders before undertaking a tender process to have a new delivery model to replace current SPIP (Separated Parent Information Programme) arrangements by April 2023.
