<p>Technology Enabled Care - Soft Market Test Event DATE: Thursday 12th January 2023 INTRODUCTION: The Royal Borough of Kingston has an ambitious vision for the borough to ensure ‘Residents will be able to maximise their independence and build resilience to live their best lives through access to a range of technology and digital aids’. Kingston’s current population comprises 21.7% (children/young people 0 to 17 years old), 65% (people of working age 18 to 64 years old) and 13.3% (aged 65 or over) and is estimated to reach 194,030 by 2027. The Council has identified that Technology Enable Care (TEC) is integral to supporting adult social care service users to live safely in their own homes and to help maintain their independence for as long as they can. This includes keeping pace with technological developments, supporting people to use technology and maximising available resources to procure digital solutions which improve quality of life, prevent the escalation of needs and reduce the risk of social isolation. Our vision of TEC includes: - Contributing to the financial sustainability of social care, quality, safety and resilience of life - Understanding the ‘art of the possible’ and scale of innovation available on the market through an ecosystem or network of providers - Improving the quality of life of residents and promote their independence through the utilisation of technology - Building confidence operationally and facilitating cultural change, ensuring TEC is embedded within the operational practice of social care and health care practitioners. - Providing insights to support continuous improvement in care commissioning and operational practices and opportunities to scale across health - Showcasing Kingston as leaders of TEC across health and social care CURRENT POSITION: Over the past couple of years the Council has enlisted the support of TEC consultants to lead the design and implementation of a pilot focusing on two Proof of Concepts - older people living in the community and people with learning disabilities in a supported living setting. The purpose of the pilot was to determine the impact of a TEC operating model and challenge assumptions about the impact of technology on residents. The interim findings from this pilot are very encouraging and they have demonstrated a range of positive impacts for residents, families and staff alike. This up-front investment has proved pivotal to our learning and understanding of how technology can help to alleviate demand and support people to live with greater independence. This learning has also enabled us to develop deep insight about what it takes to be successful in adopting such a transformational approach and has helped to crystalise our thinking in terms of the type of service we want to develop locally and how we should build it. Our plan is to use the wealth of learning and practical experience we have acquired so far to build out a targeted TEC service in a sustained and controlled way. We are exploring routes to market and looking to commission a targeted service with a minimum initial term of 2 years with further optional extensions, with an estimated contract value of between £2m - £3m. The tendering process is expected to begin in March 2023. An important feature of this new service will be to maintain an agile approach to allow scope for the service to evolve, whilst keeping pace with emerging technologies and using this to innovate and test new solutions on an ongoing basis. Other key features include transitioning existing Telecare and Proof of Concept pilot cohorts and exploring the potential to expand TEC into other areas in future. WHAT ARE WE LOOKING FOR?: To help us realise our ambitions, the Council is seeking a Technology Enabled Care Delivery Partner to manage the development and delivery of a new TEC service within long-term adult social care settings. This Partner will be an experienced TEC provider, who will enter into a strategic partnership with the Council and lead the research, brokerage, installation, maintenance, collection and response monitoring for a new TEC offering for the borough. Additionally, this partner must be willing to share responsibilities and intelligence around performance reporting so we can use data to drive development. They should also be familiar with Kingston borough and have experience of operating a TEC Managed Service operating model. MARKET TEST EVENT: The Council intends to hold an informal virtual Market Test Event on Thursday 12th January 2023. This will comprise a panel meeting interested providers on an individual basis, and they will each have 45 minutes to answer the following questions: 1. How will you use your experience of TEC to help Kingston to maximise our available resources to build a TEC delivery model which meets our current and emerging needs? 2. How will you manage the impact on existing users when supporting them to migrate over to the new service, including supporting the changeover from Analogue to Digital kits where required? 3. How will you keep pace with emerging technologies and use your learning to drive innovation to deliver a truly strengths-based TEC offer to Kingston residents? 4. What, in your experience, are the key features of a successful TEC service AND what are the barriers to success - please keep your answer specific to Kingston council? 5. What are your top tips (e.g. do’s and don’ts) for the Commissioners and Procurement team to successfully commission this unique TEC strategic partnership in Kingston?
