Description
SCOPE
Ashford Borough Council invites expressions of interest for the design and construction of a new single storey Community Centre, comprising large hall with adjacent storage and kitchen, large and small community spaces, office and toilets including all building services, multi-use games area, car parking and associated landscaping and external works at Repton Avenue, Ashford, Kent TN23 1RX The design element will be to take a scheme which will have Planning Approval and develop this, against a set of employer’s requirements, into a final form to be built.

The overall value of the work including design is expected to be in the region of £1,685,000 with work commencing on site in the summer of 2016.

Funding is in place for the works and planning permission has been applied for. Approval will be in place prior to tender.

SUITABILITY ASSESSMENT QUESTIONNAIRE EVALUATION (SAQ)
Interested parties are asked to complete and return the attached Suitability Assessment Question (SAQ) by the deadline time/date for evaluation. You will need to achieve a score of at least 60% or more for the project specific questions PS-Q1-Q10 to be considered. If you receive a FAIL for any of the PASS/FAIL questions we may exclude you from the process further. The SAQ’s will be evaluated and a long list of 6No. Contractors will be chosen and invited for interview. From this 3No. Contractors will then be selected for ITT.

Not Constructionline registered
Contractors who are not Constructionline registered, and do not wish to do so, will be required to complete the attached SAQ in full and supply all requested supporting information.

ALL CONTRACTORS WILL BE REQUIRED TO COMPLETE Section 1.1 - Constructionline Registration Status and Section PS.01 PS.10 Project Specific Questions in the attached SAQ and return by the date detailed below.

SAQ RETURN
In order to be considered please ensure your completed SAQ along with any supporting documentation is returned to Steve Parish, Project Development Team Manager, Ashford Borough Council, Civic Centre, Tannery Lane, Ashford, Kent TN23 1PL in a plain envelope which does not bear a mark identifying your company. SAQ’s must be returned no later than 12 Noon on 18 February 2016

CONTRACT AWARD
Tenders will be evaluated on Price and Quality (including design). The contract will be awarded to the contractor who submits the most favourable bid. The form of contract will be the Joint Contracts Tribunal (JCT) Design and Build 2011
